КОНЦЕПТУАЛЬНІ ПІДХОДИ ДО ВИЗНАЧЕННЯ СКЛАДОВИХ МЕХАНІЗМІВ ТА СИСТЕМИ ДЕРЖАВНОГО РЕГУЛЮВАННЯ РОЗВИТКУ ЕКОНОМІЧНОГО ПОТЕНЦІАЛУ ТЕРИТОРІЙ
Анотація
Розкрито концептуальні підходи до визначення складових механізмів та системи державного регулювання розвитку економічного потенціалу територій. Запропоновано уточнене визначення механізму державного регулювання розвитку економічного потенціалу територій як сукупності принципів, методів, засобів та інструментів і взаємозв’язків між ними задля забезпечення процесу розвитку економічного потенціалу територій. З’ясовано складові системи державного регулювання розвитку економічного потенціалу територій: суб’єкт державного регулювання, мета і цілі, принципи, закономірності, функціональні механізми (правовий, організаційний, інформаційний, соціальний та економічний ), методи і інструменти, об’єкт державного регулювання, взаємозв’язки між ними. Наголошується, що на вході в таку систему поступають ресурси як потенційні можливості території, а на виході реалізується мета державного регулювання економічного потенціалу території.

CONCEPTUAL APPROACHES TO DEFINING CONSTITUENTS OF MECHANISMS AND STATE REGULATION SYSTEM OF TERRITORIES ECONOMIC POTENTIAL DEVELOPMENT
Summary
Conceptual approaches to defining constituents of the mechanisms and the state regulation system of territories economic potential development are revealed.
It has been found out that the components of the state regulation system of development of the territories economic potential should be: the subject of state regulation, the purpose and goals, principles, laws, functional mechanisms, methods and tools, the object of state regulation, the relationship between them. At the input to such a system resources are coming as potential opportunities of the territory, and at the outcome the goal of state regulation of the economic potential of the territory is realized.
The clarification of the mechanism of state regulation of territories economic potential development as a set of principles, methods, means and tools and interrelations between them in order to ensure the process of territories economic potential development is offered.
Generalizing famous scientists’ works made it possible to state that, depending on the functions, methods, tools and means used in the implementation of state regulation of territory economic potential development, it is possible to distinguish legal, organizational, informational, social and economic functional mechanisms.
It is emphasized that the generalization of the scientists' work on determining the nature and constituents of the mechanisms and the system of state regulation of the territories economic potential development allows us to draw the following conclusions:
– the practical aspect of the implementation of this process is possible through the use of an appropriate functional mechanism, which provides a continuous search for ways to improve it;
– the system reflects the regulatory influence of the object on the management entity;
– conceptual vision of their components and content in the works of scientists have many common and distinct features and are aimed at solving existing problems;
– the structure consists of functions, forms, methods, instruments of regulation.
However, the existing conceptual studies do not sufficiently cover the innovative components of the mechanism and systems of state regulation of territories economic potential development and the newest approaches to their functioning. All this causes the need to study world experience in this field, especially in view of the dynamics and variability of environmental conditions.
