БЮРОКРАТИЧНА ТЯГАНИНА В ПОДАЛЬШОМУ СТВОРЕННІ ОБ’ЄДНАНИХ ТЕРИТОРІАЛЬНИХ ГРОМАД
Анотація
В статті розглядається, питання подальшої децентралізації в реформуванні системи місцевого самоврядування. Акцентовано увагу на проблемах, які мають місце в регіоні, що стримають розвиток системи публічного управління в Україні, зокрема на регіональному та місцевих рівнях, а саме, на відсутність налагодженої взаємодії з громадськістю та їхнього залучення до управління публічними справами. Передбачена гнучкість в управлінні органів державної влади на основі низки прийнятих законодавчих актів в проведенні реформ по об’єднанню територіальних громад. Вказано на вимоги щодо визначення громад спроможними, які відповідали б затвердженому нормативному плану формування територіальних громад. Показано, як місцева влада завідомо перешкоджає реалізації прав і законних інтересів громадян, які спричиняють порушення прав і законних інтересів громадян.
Визначено основні напрями вдосконалення діалогу на регіональному та місцевому рівні з метою налагодження партнерських відносин в органах місцевого самоврядування та органах виконавчої влади з громадськістю.

BUREAUCRATIC PURPOSE IN THE FURTHER STRATEGY OF THE UNITED STATES
Summary
The article deals with the issue of further decentralization in the reform of the local self-government system. The attention is paid to the problems that occur in the region, which hinder the development of the public administration system in Ukraine, in particular at the regional and local levels, namely, the lack of well-established interaction with the public and their involvement in the management of public affairs. Flexibility in the management of public authorities is envisaged on the basis of a number of legislative acts adopted in carrying out reforms to unite territorial communities. The requirements for identifying communities as eligible, which would meet the approved normative plan for forming territorial communities, are indicated. It is shown how the local government deliberately impedes the exercise of the rights and legitimate interests of citizens, which cause violations of the rights and legitimate interests of citizens.
The problem of decentralization remains a key issue for the further development of Ukraine's strategic development, however, borrowing models of international direction requires taking into account the specific development of the country itself. As the existing system of functioning of territorial communities in Ukraine is not perfect and is at the initial stage of its development, studying the experience of foreign countries will allow to draw some conclusions about the prospects of further development of territorial communities in Ukraine and to determine the main directions of implementation of the best international experience to take into account the realities of development and territorial communities in Ukraine.
Today, united territorial communities require full budgetary autonomy as a tool for financial decentralization, as an important factor in the full development of their territories. In order to obtain such budgetary autonomy, the formation of a united community must comply with the law. This will create communities that really want to be able to address all local issues. And the ability opens the way for the community to improve the quality of life of young people by creating conditions for the further development of territorial communities, whose members will be able to effectively protect their rights and interests, receive quality services, and participate collectively in solving local issues. The main directions of improving the dialogue at the regional and local level have been identified in order to establish partnership relations in local self-government bodies and executive authorities with the public.
