ЕКОНОМІЧНА ПОЛІТИКА ДЕРЖАВИ У ГАЛУЗІ СТИМУЛЮВАННЯ ІНВЕСТИЦІЙНИХ ПРОЦЕСІВ У БУДІВНИЦТВІ

Анотація

Визначено умови побудови перспективної економічної політики держави в сфері стимулювання інвестиційних процесів будівельних організацій. Визначено основні завдання подальшого розвитку будівельної галузі. Розроблено модель перспективної економічної політики у галузі стимулювання інвестиційних процесів у будівництві. Запропонований набір підполітик визначає, по суті справи, всі аспекти, які підлягають врахуванню при реалізації основних завдань розвитку інвестиційного процесу в будівельній галузі. Визначено базові принципи, які спрямовано на підвищення інвестиційної привабливості будівельних організацій. Визначено, що для проведення оцінки умов побудови перспективної інвестиційної політики будівельної організації та визначення інвестиційної привабливості окремого регіону України повинна бути сформована система, що складається з двох основних інформаційних блоків, що характеризують в цілому фактори побудови перспективної інвестиційної політики в будівельній галузі

THE ECONOMIC POLICY OF THE STATE IN THE FIELD OF INVESTMENT INVESTMENT PROCESSES IN CONSTRUCTION

Summary

The purpose of the article is to determine the main components of the economic policy of the state in the field of stimulating investment processes in construction. The conditions for building a promising economic policy of the state in the sphere of stimulating investment processes of construction organizations are determined. The main tasks of further development of the construction industry are determined. A model of promising economic policy in the field of stimulating investment processes in construction has been developed. The proposed set of sub-policies defines, in essence, all aspects to be taken into account when implementing the basic tasks of the development of the investment process in the construction industry. It is determined that in terms of understanding all the shortcomings in the regulation of investment activities of construction organizations, a key sub-policy of the development of investment processes at the present stage of the construction industry is a tax policy. The basic principles that are aimed at increasing the investment attractiveness and creating favorable conditions for conducting investment activity of construction organizations are defined: the principle of development and implementation of communication strategy, the principle of development of innovative activity of construction organizations, the principle of improvement of the system of management of the investment process in the construction sphere, the principle of improvement of the investment legislation, the principle of creating an investment fund for the development of the construction sphere, the principle of forming a system of direct investment marketing, the principle of developing the business infrastructure of the construction sphere. It is noted that the low level of business infrastructure development has a negative impact on the investor's overall impression of the construction industry. It has been determined that one of the directions of increasing the investment attractiveness of the construction sphere in building a promising investment policy is to increase the efficiency, stability and reliability of the functioning of production funds of construction organizations. It is suggested that one of the priority areas is to consider the practice of attracting extrabudgetary funds to finance investments in the reorganization of production funds of construction organizations and formation of their investment attractiveness through the development of competitive relations. The analysis of the experience of stimulating investment processes in construction allowed us to identify the conditions for building a promising investment policy for a construction organization, the presence of which will ensure the long-term effectiveness and optimality of a prospective investment policy in construction. It is determined that in order to evaluate the conditions for building a prospective investment policy of a construction organization and determine the investment attractiveness of a particular region of Ukraine, a system consisting of two main information blocks characterizing the factors of building a promising investment policy in the construction industry should be formed.
