ПРОГРАМНО-ЦІЛЬОВИЙ ПІДХІД ДО ПУБЛІЧНОГО УПРАВЛІННЯ ТЕРИТОРІАЛЬНИМ РОЗВИТКОМ

Анотація

Зазначено, що концепція розвитку території, з одного боку, це система поглядів, генеральний задум, що визначає стратегію дій при здійсненні проектів, планів, програм; з іншого боку, пов'язаний з ресурсами, виконавцями і термінами здійснення комплекс соціальних, демографічних, виробничих, економічних, екологічних, організаційно-господарських заходів, що забезпечують сталий розвиток регіону. Інструментом формування концепції є програмно-цільовий підхід, який передбачав конкретну технологію управління: формування ієрархії цілей; освіту взаємопов'язаних програм, що реалізують цілі; розподіл наявних ресурсів; формування бюджету; створення (при необхідності) спеціальних органів управління. Визначено, що програмно-цільовий підхід, природно, звільнений від невластивих йому політичних функцій і використовуваний як апробований інструмент організаційних технологій, підходить до вирішення проблеми з системних позицій. Він органічно поєднує артикульованих проблему і комплекс регулюючих впливів, що веде до її вирішення, одночасно залучаючи в її рішення весь коло взаємодіючих економічних агентів. Складність вирішення регіональних проблем в їх різноплановості, в тісному сплетінні інтересів безлічі не тільки економічних, а й соціальних агентів.

PROGRAM-TARGET METHODS TO PUBLIC MANAGEMENT OF TERRITORIAL DEVELOPMENT

Summary

It is noted that the concept of territory development, on the one hand, is a system of views, a general idea that determines the strategy of action in the implementation of projects, plans, programs; on the other hand, a set of social, demographic, production, economic, environmental, organizational and economic measures that ensure the sustainable development of the region is associated with resources, performers and deadlines. The tool for concept formation is a program-target approach, which provided for a specific management technology: the formation of a hierarchy of goals; education of interconnected programs that implement the goals; distribution of available resources; budget formation; creation (if necessary) of special governing bodies. It is determined that the program-target approach, of course, freed from its uncharacteristic political functions and used as a proven tool of organizational technology, approaches the problem from a systemic standpoint. He organically combines the articulated problem and a set of regulatory influences that leads to its solution, while involving in its solution the whole range of interacting economic agents. The complexity of solving regional problems in their diversity, in the close intertwining of interests of many not only economic but also social agents. The methodology of the program-target approach is now quite elaborated, and modern information technology allows at a fundamentally different level to balance the sequence of achieving goals and the optimal use of resources in a fixed time cycle. It is extremely important for modern Ukraine to use the world experience of solving national and regional problems. Of course, it is pointless to even think about the direct transfer of someone else's experience to the country, but to be at the level of future tasks, it must at least be known. In this regard, the most important and at the same time the most adaptable to Ukrainian conditions are foreign technologies: legal, organizational and other mechanisms and procedures for setting taxes, taxation, tax collection, their distribution in the budgets of different levels, control and responsibility. In these matters, foreign practice has accumulated many simple and sophisticated methods, techniques and precedent decisions, and they for the most part could be successfully used in a specific Ukrainian model.
