ОЦІНКА МЕХАНІЗМІВ ВЗАЄМОДІЇ ОРГАНІВ ПУБЛІЧНОЇ ВЛАДИ З ГРОМАДСЬКІСТЮ В СИСТЕМІ ДЕРЖАВНОГО УПРАВЛІННЯ
Анотація
У статті аналізується проблема забезпечення ефективності взаємодії органів публічної влади з громадськістю, наявні механізми взаємодії, їх характеристики та особливості застосування.
Присвячено увагу нормативно-правовій базі форм участі інститутів громадянського суспільства в управлінні державними справами.
Визначено цінності і принципи взаємодії влади з громадськістю та принципи організації громадськості у формуванні та реалізації державної політики. Розглянуто різні підходи науковців до визначення проблем ефективної співпраці органів державної влади з організаціями громадського суспільства.
В даній статті звертається увага на такі загрози, які можуть повстати в процесі взаємодії вищезазначених суб’єктів як намагання використовувати громадські організації та їх потенціал в політичній боротьбі, а також недостатня фінансова база, брак людського капіталу в недержавних організаціях.
Надана оцінка важливим механізмам взаємодії органів державної влади з недержавними організаціями.

EVALUATION OF INTERACTION MECHANISMS BETWEEN PUBLIC AUTHORITIES AND PUBLIC IN STATE MANAGEMENT SYSTEM
Summary
The problem of ensuring the effectiveness of cooperation between public authorities and the public, available interaction mechanisms, their characteristics and peculiarities of application are analyzed in the article.
The normative and legal basis of participation forms within civil society institutes in the state affairs management is explored.
The values and principles of interaction between authorities and the public as well as the principles of organization of public participation in the formation and implementation of state policy are considered. Various scholars’ approaches to the definition of the issues in effective cooperation between public authorities and civil society organizations are considered.
Cooperation between public authorities and non-governmental organizations serves as a guarantee of high-quality state policy directed at the needs of population, an integral part of democratic political culture, is a manifestation of the interaction between politics and public management in general.
Public relations of the state must be based on the most effective methods - agreements, long-term contracts, information interaction, participation in the lawmaking process, development and implementation of social programs.
The estimation of various mechanisms of public authorities interaction with non-governmental organizations is provided. An effective model of civil society organizations interaction with public authorities is proposed. The most common and effective mechanisms of cooperation between public authorities and the public are outlined.
Efficiency and quality of management activity today is to ensure openness and transparency of the public authority system, in the proper legal consolidation of communication interaction between all the involved participants.
Increasing the efficiency and effectiveness of authority activities is achieved through more active engagement of civil society structures into the realization of goals, strategies and tasks within public management.
Effective cooperation between the authorities and the public can be successfully implemented under the following principles: partnership and equality, openness and responsibility, rationality and balance, coherence of interests and prevention of corruption, competence and political independence.
