ЦІЛІ І ОСНОВНІ ПРИНЦИПИ ПУБЛІЧНОГО РЕГУЛЮВАННЯ І УПРАВЛІННЯ ТЕРИТОРІАЛЬНИМ РОЗВИТКОМ
Анотація
Проаналізовано основні принципи публічного регулювання і управління територіальним розвитком. Зазначено, що ефективність державного регулювання, як правило, визначається зіставленням рівня досягаються громадських цілей і затраченими на це громадськими ресурсами, причому успіх в одній області може бути з лишком перекрито невдачами в інших, що істотно ускладнює інтегральну оцінку. Підпорядкованість функції регулювання зумовлює періодичну корекцію застосовуваних інструментів, пристосовуючи їх, по-перше, до поточних змін суспільних цінностей і цілей, по-друге, до динаміки цін факторів виробництва, а також до переоцінки прийнятих в даний період часу форм розподілу ресурсів в країні. Визначено, що поділ прав і відповідальності між різними рівнями державного регулювання є своєрідним тестом на ефективність державного устрою. Воно закріплюється Конституцією та Законами України і реалізується в бюджетному процесі, за допомогою якого, крім того, в якійсь мірі вирівнюються умови життєзабезпечення різних територій.

GOALS AND BASIC PRINCIPLES OF PUBLIC REGULATION AND MANAGEMENT OF TERRITORIAL DEVELOPMENT
Summary
The basic principles of public regulation and management of territorial development are analyzed. It is noted that the effectiveness of state regulation is usually determined by comparing the level of achieved public goals and public resources spent on it, and success in one area can be more than offset by failures in others, which significantly complicates the integrated assessment. The subordination of the regulatory function determines the periodic adjustment of the instruments used, adapting them, first, to current changes in social values and goals, and secondly, to the dynamics of prices of factors of production, as well as to reassess the forms of resource allocation in the country. It is determined that the division of rights and responsibilities between different levels of state regulation is a kind of test for the effectiveness of the state system. It is enshrined in the Constitution and Laws of Ukraine and is implemented in the budget process, through which, in addition, to some extent equalize the living conditions of different territories. It is noted that the market distribution of resources and labor results reduces the state's concerns about the regulation of economic practices, but does not reduce its responsibility for the fate of the population of the regions. Naturally, within the limits dictated by the Constitution. Economic development of specific territories, welfare growth and social protection of the population mostly fall within the scope of territorial regulation, but in most cases the framework conditions of the latter are established and guaranteed by public administration. In this regard, we can say that the general system of regulation of territorial development consists of two components. The first majority of experts is called state regulation, and the second - regional regulation. As market conditions have replaced administrative instructions with the formation and maintenance of certain conditions, the authorities are forced to take systematic actions, which can rightly be called policy. Thus, economic policy aimed at regional development, developed and implemented by the central government, should be called public administration, and the authorities - regional.
