OСОБЛИВОСТІ ПРЕДСТАВНИЦТВА ТА ЛОБІЮВАННЯ ІНТЕРЕСІВ ГРОМАДЯН В ОРГАНАХ ПУБЛІЧНОЇ ВЛАДИ
Анотація
Стаття присвячена аналізу особливостей і визначенню сутності, місця і ролі лобізму в системі представництва політичних інтересів у сучасному світі та в Україні.
Розкрито поняття, основні риси, типи, форми і роль лобізму. Визначено зміст понять «зацікавлені групи», «групи інтересів», «групи тиску».
В дослідженні звертається увага на те, що у багатьох країнах державні структури стимулюють розвиток лобіювання інтересів громадян.
Виявлено специфіку української практики лобіювання, основні аспекти, форми та напрями взаємодії між неурядовими організаціями й органами державної влади в Україні. Акцентовано увагу на доцільності лобіювання інтересів соціально незахищених верств населення.
Наголошено на актуальних проблемах легалізації лобізму, шляхи вирішення яких полягають у створенні нормативної бази для лобізму та органів взаємодії влади з бізнесом.

FEATURES OF REPRESENTATION AND LOBBYING OF CITIZENS INTERESTS IN PUBLIC AUTHORITIES
Summary
The article is devoted to the analysis of features and definition of the essence, place and role of lobbying in the system of representation of political and social interests.
The concepts, main features, types, forms and role of lobbying are revealed. The content of the concepts "interest groups", "interest groups", "pressure groups" is defined.
In the second half of XX century the term "lobby" is becoming widespread in the world and is interpreted mainly as a non-parliamentary process of interaction between the state and the structures and institutions of civil society. Lobbying develops its own conceptual and categorical apparatus, but at the global level the institution of lobbying does not have clear regulations and, as a result, there are differences in its definition. As world practice shows, lobbying as a social and political phenomenon exists in virtually any society, but the degree of its development, civilization and intensity of use depend on the type of political system, the nature of the political regime, the level of legal and political culture, legal regulation and others. features of each country.
The study draws attention to the fact that in many countries, government agencies stimulate the development of lobbying for the interests of citizens.
The idea of the positive influence of lobbying on the development of public administration has become established in political science. We can interpret this type of lobbying as social. Lobbying contributes to the formation of a stable "balance of power" in society, which is created by interest groups. Interest groups, in turn, represent and defend the views of large sections of the population. Thus, the activities of various groups of social and political interests influence and contribute to the achievement of political consensus in the state.
The specifics of the Ukrainian practice of lobbying, the main aspects, forms and directions of interaction between non-governmental organizations and public authorities in Ukraine are revealed.
Emphasis is placed on the current problems of legalization of lobbying, the ways to solve which are to create a regulatory framework for lobbying and government interaction with business.
