ФОРМУВАННЯ ТА РЕАЛІЗАЦІЯ ДЕРЖАВНОЇ ПОЛІТИКИ ВІДКРИТОЇ НАУКИ В КРАЇНАХ ЄС (НА ПРИКЛАДІ ФІНЛЯНДІЇ)
Анотація
На національному рівні проведення політики відкритої науки у окремих держав ЄС має свої окремі характерні риси, а тому існує необхідність аналізу іноземних практик задля подальшого використання досвіду країн ЄС під час процесу формування національної політики відкритої науки в Україні.
Наукова спільнота бере активну участь у дослідженнях проблематики відкритої науки. Серед зарубіжних вчених викликають зацікавлення роботи Б. Фетчер і С. Фрісіке, Г. Бултона, Дж. Віллінскі та інших. Українські вчені також проводять дослідження у сфері відкритої науки та відкритих даних. До них належать О. Карпенко та О. Риженко, Т. Ярошенко, О. Чмир та інші. Станом на сьогодні нерозв’язаною проблемою залишається визначення універсального способу формування та реалізації державної політики відкритої науки.
Метою цієї статті є аналіз та викладення результатів процесів формування та реалізації державної політики відкритої науки в країнах Європейського Союзу на прикладі Фінляндії.
В статті на прикладі Фінляндії продемонстровано процес запровадження політики відкритої науки, а також визначення її стратегічних пріоритетів. Проаналізовано основні положення та роль Декларації про відкриту науку та дослідження. Показано процес взаємодії суб’єктів вироблення державної політики відкритої науки, а також розглянуто ряд заходів, що вже вживаються або плануються до застосування в майбутньому. Розглянуто результати моніторингових досліджень стосовно реалізації державної політики відкритої науки в Фінляндії та наведено відповідні висновки.
Дійдено висновку, що характерною особливістю формування та реалізації державної політики відкритої науки в Фінляндії є те, що ці процеси відбуваються шляхом спонукання до добровільного взяття на себе науковими організаціями та окремими вченими відповідних обов’язків. Сучасний стан формування державної політики відкритої науки в Фінляндії можна охарактеризувати як «розвинутий», а стан її реалізації — як «початковий». Подальші розвідки можуть стосуватися аналогічних процесів, що відбуваються в інших країнах ЄС.

THE ESTABLISHMENT AND IMPLEMENTATION OF THE PUBLIC OPEN SCIENCE POLICY IN THE EU COUNTRIES (EXAMPLE OF FINLAND)
Summary
At the national level, the conduct of open science in EU countries has its own distinctive features, and therefore there is a need to analyze foreign practices in order to further use the experience of EU countries in the process of shaping national open science policy in Ukraine.
The scientific community is actively involved in open science research. Among foreign scientists should be mentioned Fecher B., Friesike S., Boulton G., Willinsky J., and others. Ukrainian scientists also conduct research in the field of open science and open data. These include O. Karpenko and O. Ryzhenko, T. Yaroshenko, O. Chmyr, and others. At present, the unsolved problem remains the definition of a universal way of forming and implementing public policy of open science.
The purpose (the objective) of this article is to analyze and represent the results of the processes of the establishment and implementation of public policy of open science in the countries of the European Union on the example of Finland.
The example of Finland demonstrates the process of implementing an open science policy as well as defining its strategic priorities. The main provisions and role of the Open Science and Research Declaration are analyzed. The process of interaction between the subjects of the public policymaking of open science is shown, as well as a number of measures that are already being taken or are planned to be applied in the future. The results of the monitoring studies regarding the implementation of the state policy of open science in Finland are reviewed and conclusions are drawn.
A characteristic feature of the formulation and implementation of the public policy of open science in Finland is that these processes occur through the inducement of voluntary assumption by scientific organizations and individual scientists of relevant responsibilities. The current state of public policy formation in open science in Finland can be described as "developed" and the state of its implementation as "initial". Prospects for further exploration connected with a study of the processes of the establishment and implementation of public open science policy in countries of the post-Soviet space in order to analyze the features of local approaches.
