ЗАСТОСУВАННЯ «МОДЕЛІ ЗРІЛОСТІ КАДРОВОЇ БЕЗПЕКИ» В ОРГАНАХ ДЕРЖАВНОЇ ВЛАДИ

Анотація

В статті розглянуто особливості забезпечення кадрової безпеки органів державної влади та запропоновано відповідну методику. Основна мета методики надання рекомендацій та формування відповідного плану дій у сферах діяльності органів державної влади, щоб допомогти їм приймати обґрунтовані рішення щодо визначення рівня ризику кадрової безпеки, яким вони керують. Виокремлено основні елементи застосування розробленої моделі, а саме управління та лідерство, оцінювання та управління інсайдерських ризиків, моніторинг щодо зайнятості, постійна безпека державних службовців, моніторинг та оцінка діяльності службовців, дослідження та дисциплінарна практика, культура безпеки та зміна поведінки. Дана методологія дозволить органу державної влади порівнювати з іншими у відповідному секторі. Розглянуто послідовність можливостей реалізації моделі «зрілості кадрової безпеки» органів державної влади. Наведено перелік переваг щодо застосування запропонованої моделі.

APPLICATION OF THE MODEL OF PERSONNEL SECURITY IN STATE AUTHORITIES

Summary

The article deals with the peculiarities of ensuring the personnel security of public authorities and proposes an appropriate method. The main purpose of the methodology is to provide recommendations and formulate an appropriate plan of action in the spheres of activity of public authorities to help them make informed decisions about determining the level of personnel security risk that they manage. The main elements of application of the developed model are distinguished, namely management and leadership, assessment and management of insider risks, employment monitoring, continuous security of civil servants, monitoring and evaluation of employees' activity, research and disciplinary practice, safety culture and behavior change. This methodology will allow the public authority to compare with others in the relevant sector. The Mature Security Maturity Model provides a structured monitoring framework that will allow for more effective implementation of mitigation measures. The main objective is to apply the HRM model to assess and determine the current level of staffing of public authorities on the basis of information generated and provided by the organization, as well as any additional information obtained from alternative sources collected by the HRM during investigation. The evaluation will be compared with the planned level of personnel security of the public authority, which will be a guide in the process of implementation of the respective actions. The sequence of possibilities of realization of the model of "maturity of personnel security" of the state authorities is considered. The list of advantages in applying the proposed model is provided: it will ensure consistency and responsibility for personnel risk management; facilitate the effective implementation of the proposed counter-threat measures; ensure rational and cost effective use of resources; obtain important information on the planning and monitoring of personnel security and the effectiveness of employee management will foster the formation and development of an effective staff safety culture.
