ЗАЛУЧЕННЯ ЖИТЕЛІВ ГРОМАДИ ДО ПРОЦЕСІВ ПЛАНУВАННЯ МІСЦЕВОГО РОЗВИТКУ

Анотація

Стаття присвячена питанням залучення людей до співпраці у планувальних процесах об’єднаної територіальної громади, сучасним інноваційним способам та механізмам колективного вирішення питань по удосконаленню способів й механізмів, які стимулюють людей до масової самоорганізації, залучення їх до процесів планування розвитку громад, міжособистих та міжгрупових зв’язків та стосунків заснованих на взаємній довірі та довіри до влади, гармонізації політичних, соціальних, економічних інтересів, можливості їх раціонального вираження на рівні громади, країни та суспільства.
Наводяться окремі авторські думки та думки вчених відносно деяких аспектів щодо сучасних підходів до планування розвитку громад, місцевому економічному розвитку, розробленню стратегії, використанню інноваційних інструментів планування, процесів діагностики розвитку громад тощо.
Слід зауважити, що в Україні створені передумови для широко залучення населення до вирішення місцевих проблем, але активність членів громади на сьогодні на дуже низькому рівні. Причинами цього, на нашу думку, може бути недостатнє розуміння органами державної влади, що являє собою участь громади в процесі економічного та соціального розвитку, та яким методами можна залучати населення. Слід зауважити, що на даний момент в Україні існують глобальні потреби, які стосуються підвищення рівня залучення жителів громади до процесів планування місцевого розвитку. На нашу, необхідно створювати та підтримувати різні механізми активізації участі громадськості для того, щоб мобілізувати внутрішні та зовнішні ресурси громади для задоволення соціальних та економічних потреб кожного члена громади.

INVOLVEMENT OF COMMUNITY RESIDENTS TO PROCESSES LOCAL DEVELOPMENT PLANNING

Summary

The article is devoted to the issues of involving people in cooperation in the planning processes of the united territorial community, modern innovative ways and mechanisms of collective solution of questions on improvement of ways and mechanisms that stimulate people to mass self-organization, involvement of them in the processes of planning of community development, interpersonal and intergroup relations and relationships based on mutual trust and trust in the authorities, harmonization of political, social, economic interests, and the possibility of their rational expression at the level of community, country and society.
Some author's and scientists' views on some aspects of contemporary approaches to community development planning, local economic development, strategy development, use of innovative planning tools, community development diagnostics, etc. are presented.
It should be noted that the preconditions for widespread involvement of the population in solving local problems are created in Ukraine, but the activity of community members is at a very low level today. The reasons for this, in our opinion, may be a lack of understanding of public authorities, which is the participation of the community in the process of economic and social development, and how the population can be involved. It should be noted that there are currently global needs in Ukraine that relate to increasing the level of community involvement in local development planning processes.
In our opinion, it is necessary to create and support different mechanisms for activating public participation in order to mobilize internal and external community resources to meet the social and economic needs of each member of the community.
In our view, we believe that they are trying to improve technologies that encourage people to engage in mass self-organization and involve them in planning for the development of public, rural areas. We will help find a way to harmonize the political, economic and economic enterprises that were ultimately introduced to economic development. All of the above will be allowed by the public as well as local authorities and local governments.
