СТРУКТУРА ТА ЗМІСТ ІНФОРМАЦІЙНО-АНАЛІТИЧНОЇ СИСТЕМИ ДЕРЖАВНОГО УПРАВЛІННЯ
Анотація
У статті проаналізовано структуру та основні функції інформаційно-аналітичного забезпечення державного управління. Визначено основні проблеми модернізації інформаційно-аналітичних систем органів влади. Авторами відзначено, що саме органи виконавчої влади потребують найбільш досконалої системи інформаційно-аналітичного забезпечення, оскільки вони постійно працюють в умовах перманентного дефіциту часу на прийняття управлінських рішень. Саме в органах виконавчої влади найшвидше виявляються збої та недоліки в діяльності інформаційно-аналітичних систем. Крім того, розвиток інформаційно-аналітичного забезпечення державного управління потребує значних змін в організаційному та нормативно-правовому плані.
Авторами встановлено, що в Україні попри реформу державного управління, склалася дуже непрозора і громіздка система управління інформаційно-аналітичним забезпеченням. Тому з метою усунення недоліків у дублюванні компетенцій було запропоновано нову організаційну структуру органів державного управління України в сфері інформаційно-аналітичного забезпечення в якій здійснити перерозподіл владних повноважень. При цьому політичний баланс повноважень між Кабінетом Міністрів і Президентом не змінюється.

STRUCTURE AND CONTENT OF THE INFORMATION-ANALYTICAL SYSTEM OF PUBLIC ADMINISTRATION
Summary
The structure and main functions of information and analytical support of public administration are analyzed in the article. The main problems of modernization of information-analytical systems of the authorities are identified. The authors noted that it is the executive authorities that need the most advanced system of information and analytical support, as they are constantly working in conditions of permanent shortage of time to make management decisions. It is in the executive authorities that failures and shortcomings in the activity of information-analytical systems are most likely to be detected. In addition, the development of information and analytical support for public administration requires significant changes in the organizational and regulatory framework.
The authors found that in spite of public administration reform, a very opaque and cumbersome system for managing information and analytical support was established in Ukraine. Therefore, in order to eliminate the shortcomings in the duplication of competences, a new organizational structure of the bodies of state administration of Ukraine in the field of information and analytical support was proposed in which to redistribute powers.
Unlike the existing system: elimination of accumulation of authorities in the field of management of information and analytical support; the functionally connected authorities will be in one vertical subordination, which will facilitate coordination of their actions during the development and implementation of the IAS; decisions on the development of information analytic support and e-governance will be prepared, bypassed by mediators, by the Ministry of Information and may be approved as resolutions of the Cabinet of Ministers of Ukraine; as Vice Prime Minister, the Minister of Information will have sufficient authority to coordinate the actions of the authorities on information; the National e-Government Center under the Ministry of Information will have the same legal status as the IT departments of the authorities, with a certain leadership role through the Vice Prime Minister, which will allow the creation of a commission (working groups) to harmonize the architecture of common and application services. However, the political balance of powers between the Cabinet of Ministers and the President does not change.
