СУЧАСНІ ПРОБЛЕМИ ДЕРЖАВНОГО РЕГУЛЮВАННЯ РИНКУ ЗЕМЛІ В УКРАЇНІ
Анотація
У статті досліджено основні проблеми формування ринку землі в Україні. Для забезпечення розуміння змісту необхідних реформ на сучасному етапі було проведено дослідження основних етапів еволюції державної політики щодо землі впродовж років незалежності. Сформульовано предметне поле державної політики щодо ринку землі. В контексті формування виваженої державної політики щодо змісту реформ у статті було узагальнено зарубіжний досвід реформування цієї сфери. Визначення особливості реформування земельних відносин в інших країнах дозволило обґрунтувати зміст необхідних реформ та ризики стрімких перетворень. Сформульовано заходи щодо підвищення ефективності державної політики в сфері реформ відносин власності на землю. Обґрунтовано принципи державної політики в сфері землекористування, основними серед яких є, стратегічна орієнтація, комплексність та врахування поточної ситуації.

CURRENT PROBLEMS OF STATE REGULATION OF THE LAND MARKET IN UKRAINE
Summary
The main problems of land market formation in Ukraine are investigated in the article. Inefficiency, irrationality and consumer attitude to land, despite the formation of market relations, have complicated the process of land market formation and, as a result, the low productivity of the agricultural sector. In order to provide an understanding of the content of the necessary reforms, the main stages of the evolution of state policy on land over the years of independence have been investigated at this stage. The subject field of state policy on the land market has been formulated: the main subjects of the economic mechanism of state regulation of the land market have been identified. The contradictions that exist in relation to land in market conditions are emphasized: on the one hand, land as an eternal resource should remain state-owned, but there is a question of ensuring efficient management of the leased land; and on the other hand, there must be a change in the forms and methods of public policy. The authors clarified the concept of state regulation of the land market. In order to evaluate the situation objectively, the article examines the stages of land market reform over 20 years and presents the tasks set by the state authorities in the current conditions. In the context of forming a prudent state policy on the content of reforms, the article summarized foreign experience of reforming this field. Determining the peculiarities of land relations reform in other countries made it possible to substantiate the content of the necessary reforms and the risks of rapid transformations. The experience of France, Denmark, Poland, Germany and other countries is generalized. The statistics of EU countries were analyzed, which made it possible to identify the main trends of state policy on land. One of the main tasks set by the state in developed countries is the task of forming an effective landowner, but without losing strategic resources for the state. Key problems and obstacles to the formation of the land market and its free circulation are identified. Measures have been formulated to increase the effectiveness of public policy in the field of land ownership relations reforms. The principles of state policy in the field of land use are substantiated, the main of which are strategic orientation, complexity and taking into account the current situation.
