НОСТРИФІКАЦІЙНИЙ МЕХАНІЗМ ДЕРЖАВНОГО УПРАВЛІННЯ ІНТЕРНАЦІОНАЛІЗАЦІЄЮ ВИЩОЇ ОСВІТИ

Анотація

Інтернаціоналізація за своєю природою і змістом є процесом взаємодії учасників глобального освітнього простору, а тому має передбачати дієві механізми співпраці та кооперації між ними, зокрема міжнародно-правового. Одним з таких міжнародно-правових механізмів є механізм взаємного визнання кваліфікацій і документів про вищу освіту, що відіграє провідне значення для подальшого розвитку процесів інтернаціоналізації.
Гармонізація процедур визнання сприяє зменшенню бюрократичних перешкод, з якими стикаються студенти, викладачі, науковці та шукачі роботи за межами своїх країн або по поверненню на батьківщину після навчання за кордоном. Таким чином, нострифікаційний механізм державного управління є одним з ключових елементів інтернаціоналізації вищої освіти, кінцевим етапом запровадження якого має стати автоматичне визнання.

NOSTRIFICATIONAL MECHANISM OF THE INTERNATIONALIZATION OF HIGHER EDUCATION

Summary

Internationalization of higher education is a global process which does not occur in a vacuum. The increasing internationalization of higher education worldwide means study programs are being offered across borders, internationalizing the student body, teaching, learning and knowledge-sharing through collaborative research.
Today 5 million students are studying abroad and 2.5 million are studying outside their home region. This significant mobility of tertiary students calls for a global regulatory framework for the recognition of higher education qualifications.
Formal attributive confirmation of higher education qualification is a diploma - a document on higher education degree. However, the recognition of foreign higher education documents and qualifications does not automatically. The procedures and requirements of the recognition of higher education qualifications in different countries have their own specificities and differences.
Recognition of higher education qualification and diplomas is a door-opener to further studies and work in a different country from where you have your education. An assessment or formal recognition decision from a trusted recognition body helps employers and education institutions understand the foreign qualification and trust that it is on the same level as national qualifications.
Ukraine is a Party of the Convention on the Recognition of Qualifications concerning Higher Education in the European Region. The Convention aims to facilitate the recognition of qualifications granted in one Party in another Party. But this Convention has mostly recommended character and establishes general regulatory framework for the recognition of higher education qualifications.
Therefore, harmonization and unification of recognition procedures aim to facilitate academic mobility, improve quality of higher education institutions and enhance international cooperation in higher education. It will reduce the obstacles faced by students, teachers, researchers and job-seekers outside their countries of origin.
