ДЕРЖАВНО-ГРОМАДСЬКЕ УПРАВЛІННЯ ОСВІТОЮ В УКРАЇНІ

Анотація

У статті охарактеризовано процес розширення повноважень та впливу інститутів громадянського суспільства на функціонування органів державної влади та здійснення публічного управління у сфері освіти. За національним законодавством така система управління освітою визначається як державно-громадська, і має враховувати регіональні особливості, тенденції до автономії навчальних закладів, конкурентоспроможність їх освітніх послуг. Авторами статті проаналізовано діяльність, компетенції та повноваження державно-громадських суб’єктів управління освітою, розкрито механізми їх співпраці, баланс повноважень та відповідальність між усіма рівнями та суб’єктами. Автори роботи роблять висновок, що безпосередньою передумовою появи державно-громадського управління освітою є нові підходи до місця, ролі та функцій держави на сучасному етапі. У статті також зазначено, що національні нормативно-правові акти в основному передбачили шляхи, принципи та моделі розбудови державно-громадського управління в освітній сфері.

STATE-PUBLIC MENEGMENT OF EDUCATION IN UKRAINE

Summary

The article describes the process of expanding the powers and influence of civil society institutions on the functioning of public authorities and the implementation of public administration in the field of education. According to national legislation of Ukraine, such an educational management system is defined as state-public, and should take into account regional peculiarities, tendencies towards autonomy of educational institutions, and the competitiveness of their educational services. The National Doctrine of Educational Development of Ukraine stipulates that the modern system of education management should develop as a state-public one, and should take into account regional peculiarities, tendencies towards autonomy of educational institutions, competitiveness of their educational services. It envisages the implementation of public administration in the field of education, taking into account public opinion, which changes the powers, structure and methods of cooperation between the central and regional levels of education management, between executive authorities, local self-government bodies and society. The purpose of the study is to develop the theoretical and methodological foundations of public-public administration of educational institutions and to clarify the main aspects of reforming education management on public-public bases.
The authors of the article analysed the activities, competencies and powers of public and public entities in the field of education management, reveal the mechanisms of their cooperation, balance of powers and responsibilities between all levels and entities. The authors of the paper conclude that the immediate prerequisite for the emergence of public-public management of education is the new approaches to the place, role and functions of the state at the present stage. The article also states that national regulations generally envisaged ways, principles and models of building public-public administration in the educational sphere. However, the authors emphasize that this model of educational governance will be effective when it takes into account regional peculiarities, tendencies towards autonomy of educational institutions and it will be based on the fundamental principles of democratic governance.
