ПУБЛІЧНЕ УПРАВЛІННЯ АГРОПРОДОВОЛЬЧИМ СЕКТОРОМ В УМОВАХ ЗАБЕЗПЕЧЕННЯ ЕКОНОМІЧНОЇ БЕЗПЕКИ
Анотація
У статті обґрунтовано, що публічне управління агропродовольчого сектору як аспект економічної безпеки, базується на наступних принципах: аграрному протекціонізмі; програмно-цільовому регулюванні для стимулювання товаровиробників до інтенсифікації виробництва та підвищенню його ефективності; самофінансуванні за рахунок власних накопичень та гарантована державна підтримка, як додаткове джерело фінансування; диференційованому підході та мотивації, а також ефективному використанні ресурсів.
У контексті дослідження запропоновано механізм публічного управління аграрного сектору, який проявляється у взаємозв’язку та єдності процесів впливу органів публічного управління на аграрний сектор на основі прямих й зворотних виробничо-економічних зв’язків з механізмом агроуправління (інституціональним механізмом), наявність яких служить основою економічної безпеки, яку в значній мірі зумовлюють характер організаційно-управлінської побудови та вибір методів для регулювання міжгалузевої діяльності.
Узагальнено, що головною метою публічного управління агропродовольчим сектором, є створення умов для динамічного економічного і соціального розвитку його сфер, функціонування ринкових відносин, підтримки доходів сільськогосподарських товаровиробників, досягнення гідного рівня життя населення та гармонійного розвитку сільських територій. Систематизовано фактори та загрози публічного управління аграрним сектором в умовах досягнення продовольчої безпеки.

PUBLIC MANAGEMENT OF THE AGRO-FOOD SECTOR UNDER CONDITIONS OF ENFORCEMENT OF ECONOMIC SECURITY
Summary
In the article substantiates, that public management of the agro-food sector as an aspect of economic security is based on the following principles: agrarian protectionism; program-targeted regulation to stimulate commodity producers to intensify production and increase its efficiency; self-financing through own savings and guaranteed state support as an additional source of financing; differentiated approach and motivation, as well as efficient use of resources.
In the context of the reseach, the mechanism of public management of the agrarian sector is proposed, which is manifested in the interconnection and unity of the processes of influence of public administration bodies on the agrarian sector on the basis of direct and inverse industrial and economic relations with the mechanism of agro-management (institutional mechanism), the existence of which serves as the basis of economic security, which is largely determined by the nature of organizational and managerial construction and the choice of methods for regulating cross-industry activity.
Generally speaking, the main purpose of public management of the agro-food sector is to create conditions for the dynamic economic and social development of its spheres, the functioning of market relations, the maintenance of incomes of agricultural producers, the achievement of a decent standard of living for the population and the harmonious development of rural areas. Systematized factors and threats of public management of the agrarian sector in the conditions of achievement of food security.
In essence, public administration is a system of interdependent instruments, methods and forms of influence on socio-economic processes, market relations. The global experience of public management in market conditions has shown that the management strategy in the agrarian sector system should be based on the principle of self-financing. In doing so, the degree of economic security and state support measures should be closely linked to the targeted use of appropriate budgetary funds through specific programs aimed at creating conditions for more efficient management.
It should be noted, that public administration should be based on the totality of objective economic laws inherent in a market economy. Moreover, its main condition is that state interference in market relations should be limited to only those actions that are necessary to maintain the stability of macroeconomic equilibrium, to ensure the functioning of the mechanism of competition or control over those markets where free competition is absent.
