МЕХАНІЗМИ ПУБЛІЧНОГО УПРАВЛІННЯ У СФЕРІ ЦИФРОВИХ ТРАНСФОРМАЦІЙ
Анотація
Стаття присвячена дослідженню теоретичних аспектів сфери цифрових трансформацій в системі публічного управління та адміністрування, враховуючи сучасний стан державотворення та актуальність цього напряму за сучасних умов формування інформаційного суспільства та цифровізації усіх сфер (публічної та приватної) відносин його учасників, глобалізаційних процесів у сфері політичних, економічних, соціальних, культурних, правових та інших факторів, та процесів інтеграції до єдиного світового цифрового ринку. Здійснено аналіз понятійно-категоріального апарату з проблематики цифрових трансформацій та цифрового розвитку сфери публічного управління та адміністрування, що є важливою умовою для економічного, соціального та культурного зростання країни. Проаналізовано публікації у сфері інформаційних технологій щодо розуміння цифрових трансформацій та особливості їх публічного управління та адміністрування, з’ясовано, що цифрова трансформація практиками розглядається як подорож, яка, швидше за все, не матиме кінця, хіба що тільки у часі існування, наприклад, компанії. Виділено особливості цифрових трансформацій та основні принципи цифровізації усіх сфер державного управління. Розкрито фактори впливу на її розвиток та наведено ключові комплексні визначники цифрових трансформацій. Доведено, що слабкою ланкою механізмів публічного управління у сфері цифрових трансформацій є люди, оскільки вони вимагають найбільше уваги з боку керівництва щодо поступового ознайомлення та введення їх у трансформаційні проекти, використання нових методик і звикання до нових правил, процедур та культури. Зазначено, що для успішного формування механізмів публічного управління у сфері цифрових трансформацій виділено ефективно функціонуючі компоненти: нормативно-правова база; навички, необхідні учасникам усіх сфер (публічної та приватної) відносин його учасників, процесів для використання можливостей цифрових технологій; ефективні й підзвітні інститути тощо. Визначено умови, за яких умов «цифрові» технології виконуватимуть завдання щодо підвищення ефективності державного управління. Доведено, що цифрові трансформації в державному секторі України – це основа його реформування та потенційний приклад для всієї країни, яким чином потрібно використовувати переваги «цифрового» світу, котрі будуть значно стимулювати розвиток відкритого інформаційного суспільства як одного з істотних чинників розвитку демократії в Україні, підвищення продуктивності, економічного зростання, створення робочих місць, а також підвищення якості життя громадян України.

MECHANISMS OF PUBLIC ADMINISTRATION IN THE FIELD OF DIGITAL TRANSFORMATION
Summary
The article is devoted to the research of theoretical aspects of the sphere of digital transformations in the system of public administration and administration, taking into account the current state of state formation and the relevance of this area in the current conditions of formation of information society and digitization of all spheres (public and private) of its participants, globalization processes in the sphere of economy, political processes social, cultural, legal and other factors and processes of integration into the global digital single market. The analysis of the conceptual and categorical apparatus on the problems of digital transformations and digital development of the sphere of public administration and administration is carried out, which is an important prerequisite for the economic, social and cultural growth of the country. Information technology publications have been analyzed to understand digital transformations and the features of their public administration and administration, and it has been found that digital transformation is seen as a journey that is likely to have no end, except only in the lifetime of, for example, companies. . Features of digital transformations and basic principles of digitization of all spheres of public administration are highlighted. The factors of influence on its development are revealed and the key complex determinants of digital transformations are presented. People have been proven to be a weak link in public governance in the field of digital transformation, as they require the most attention from management on the gradual introduction and introduction of transformation projects, the use of new techniques, and an adaptation to new rules, procedures and cultures. It was noted that for the successful formation of mechanisms of public administration in the field of digital transformations, the effectively functioning components were identified: regulatory framework; skills needed for participants in all spheres (public and private) of its participants, processes for harnessing digital capabilities; effective and accountable institutions and more. The conditions under which "digital" technologies will fulfill the tasks of increasing the efficiency of public administration are determined.
It is proved that digital transformation in the public sector of Ukraine is the basis of its reform and a potential example for the whole country, how to use the benefits of the "digital" world, which will significantly stimulate the development of an open information society as one of the essential factors for the development of democracy in Ukraine, productivity, economic growth, job creation, and improving the quality of life of Ukrainian citizens.
