СУТНІСТЬ КРИЗОВИХ СИТУАЦІЙ СОЦІАЛЬНОГО ХАРАКТЕРУ У КОНТЕКСТІ НАЦІОНАЛЬНОЇ БЕЗПЕКИ: ФІЛОСОФСЬКО-УПРАВЛІНСЬКИЙ АСПЕКТ
Анотація
У статті показано, що атрибутом соціальної системи є безперервні трансформації, в яких можна виявити взаємопов’язані етапи, які змінюють один одного: стабільний стан і кризові ситуації, які заперечують її природну визначеність. Розкрито філософсько-управлінські аспекти сутності кризових ситуацій соціального характеру у контексті національної безпеки, що дозволило з’ясувати особливості цілепокладання суб’єктів управління. Встановлено, що в умовах стабільного стану цілями суб’єктів управління є збереження функцій системи, що зумовлює їх діяльність, спрямовану на прийняття адміністративних рішень та надання адміністративних послуг у контексті чинного законодавства, тому на цьому етапі здійснюється публічне адміністрування. Встановлено, що в умовах кризової ситуації цілі суб’єктів управління спрямовані на перебудову структури системи та зміну її якісно-кількісних характеристик, тому визначальна роль належить публічному управлінню, яке передбачає не тільки використання адміністративних методів, врахування інших соціальних процесів, взаємодію з інститутами громадянського суспільства та міжнародними суб’єктами тощо, а й значну варіативність рішень, зумовлену ступенем невизначеності динаміки цих ситуацій. Визначена принципова відмінність стратегічного планування в умовах кризової ситуації в системі від планування в умовах її стабільного стану та цілепокладання при плануванні розвитку соціальних систем і забезпеченні їх безпеки. Доведено, що кризові ситуації зумовлюють нестандартні управлінські рішення при підготовці та імплементації яких необхідно враховувати нелінійну динаміку розвитку системи в цих ситуаціях, через це очікувані результати управлінського впливу на систему, як правило, не пропорційні витраченим зусиллям; розрізняти цілі у сфері національної безпеки зумовлені необхідністю управління ймовірністю виникнення кризової ситуації та рівнем захищеності об’єктів національної безпеки.

THE ESSENCE OF CRISIS SOCIAL CHARACTER IN THE CONTEXT OF NATIONAL SECURITY: A PHILOSOPHICAL AND ADMINISTRATIVE ASPECTS
Summary
The article shows that the attribute of a social system is continuous transformation, in which it is possible to detect interconnected stages that replace each other: a stable state and crisis situations that deny its natural certainty. The philosophical and managerial aspects of the essence of crisis situations of a social nature in the context of national security are disclosed, which made it possible to clarify the peculiarities of the goal setting of the subjects of management. It has been established that in a stable state the goals of management entities are to maintain the functions of the system, which leads to their activities aimed at making administrative decisions and the provision of administrative services in the context of current legislation, therefore, public administration is carried out at this stage. It has been established that in a crisis situation the goals of management entities are aimed at restructuring the system structure and changing its qualitative and quantitative characteristics, therefore, the decisive role belongs to public management, which involves not only the use of administrative methods, taking into account other social processes, interaction with civil society institutions and international subjects, etc., but also significant variability of decisions due to the degree of uncertainty in the dynamics of these situations. The fundamental difference between strategic planning in a crisis situation in the system and planning in the conditions of its stable state and goal-setting is determined when planning the development of social systems and ensuring their security. It is proved that crisis situations determine non-standard managerial decisions in the development and implementation of which it is necessary to take into account the non-linear dynamics of the development of the system in these situations, therefore, the expected results of managerial impact on the system are usually not proportional to the efforts expended; distinguish between goals in the field of national security due to the need to manage the likelihood of a crisis and the level of security of national security facilities.
