КОНЦЕПТУАЛЬНІ ЗАСАДИ ОРГАНІЗАЦІЙНОГО ПРОЕКТУВАННЯ В ПУБЛІЧНОМУ УПРАВЛІННІ
Анотація
У статті досліджені різні підходи до визначення сутності організаційного проектування з позицій сучасних дослідників, на основі критичної оцінки яких запропоноване власне бачення визначення даного поняття з точки зору управлінського та проектного підходів. Встановлено, що організаційне проектування в публічному управлінні має комплексну природу. Наведена систематизація трактувань поняття «організаційне проектування» з позицій відомих в управлінні підходів. Дослідження організаційного проектування на основі виділення його різних аспектів (управлінського, соціального, організаційного) дозволило найбільш повно розкрити сутність цього складного феномена.
Виявлені об’єктивні передумови впровадження концепції публічного управління на сучасному етапі політичних та економічних реформ. Доведено, що основні недоліки існуючих на сьогодні лінійно-функціональних структур держаних органів влади пов’язані не тільки з недосконалістю їх організаційної побудови, але й з самою ідеологією публічного управління.

CONCEPTUAL BASES OF ORGANIZATIONAL DESIGNING IN PUBLIC MANAGEMENT
Summary
In the context of the emergence of new democratic values, there is a need for reforming state-management relations, in particular, bringing the mechanism of the relationship between government and society into line with the tasks and principles of European standards of public administration. Under conditions of democratic reforms, the organizational design of public administration bodies is called to respond to modern challenges that concern not only the internal format of interaction between subjects and objects of public administration, but also will promote the harmonization of the public administration model at the national level.
The purpose of the article is to justify the conceptual foundations of organizational design in public administration.
In the article different approaches to the definition of the essence of organizational design from the standpoint of modern researchers are investigated, on the basis of critical evaluation of which the actual vision of the definition of this concept in terms of managerial and project approaches is proposed. It has been established that organizational design in public administration has a complex nature. The systematization of interpretations of the concept of "organizational design" from the standpoint of well-known approaches to management is given. Investigation of organizational design based on the allocation of its various aspects (managerial, social, organizational) allowed the most complete disclosure of the essence of this complex phenomenon.
The objective prerequisites for implementing the concept of public administration at the present stage of political and economic reforms are revealed. It is proved that the main disadvantages of the existing linear functional structures of state authorities are related not only to the imperfection of their organizational structure, but also to the ideology of public administration itself.
The process of organizational designing is characterized, its objects and technology of organizational design in public management are distinguished.
