ОСОБЛИВОСТІ ОЦІНКИ ЕФЕКТИВНОСТІ ПРИЙНЯТТЯ УПРАВЛІНСЬКИХ РІШЕНЬ ОРГАНАМИ МІСЦЕВОГО САМОВРЯДУВАННЯ
Анотація
У статті розглянуто поняття ефективності управлінського рішення та наведене власне визначення. На основі досліджених методик оцінки ефективності управлінських рішень розроблений методичний підхід до оцінки ефективності рішень органів місцевого самоврядування, що допоможе аналізувати рішення за період та прогнозувати їх тенденцію в майбутньому.

FEATURES ASSESS THE EFFECTIVENESS OF MANAGEMENT DECISIONS BY LOCAL GOVERNMENTS
Summary
The article discusses the concept of effective administrative decisions by various researchers and given its own definition. Since in Ukraine there is no uniform methodology for assessing management decisions by state bodies, a methodical approach was developed to evaluate the effectiveness of local government decisions based on the newly introduced coefficient. With the help of the coefficient, it is possible to analyze solutions both individually and collectively over a period, and it is also possible to predict their development trend in the future. The developed formula is called the efficiency ratio of management decisions, which consists of an integral indicator based on one of the variation indicators equal to the arithmetic average of the scores obtained for each decision after the criteria table before the number of these decisions for the analyzed period (for convenience, you should take one year).
The methodical approach includes developed scales for evaluating decisions, deriving a formula for evaluating the effectiveness of management decisions, studying the concept and value of decentralization for local authorities, their activities, the impact of the decentralization factor on the effectiveness of management decisions, which consists of improving existing methods on the example of the executive committee of the City Council. The developed decentralization formulas that take into account the efficiency ratio of management decisions consist of three indicators: the first is decentralization of budget revenues taking into account the effectiveness of management decisions, the second is decentralization of budget expenditures taking into account the effectiveness of management decisions, the third is the ratio of the results of the first and second formulas. The article offers an example of calculations using the proposed methodological approach to evaluating solutions.
