КОНЦЕПТУАЛЬНІ ДЖЕРЕЛА ЗАПРОВАДЖЕННЯ МЕХАНІЗМІВ ІНТЕЛЕКТУАЛЬНОГО УПРАВЛІННЯ В ДІЯЛЬНОСТІ ОРГАНІВ ДЕРЖАВНОЇ ВЛАДИ: ЕВОЛЮЦІЯ НАУКОВОЇ ДУМКИ
Анотація
Статтю присвячено дослідженню концептуальних джерел запровадження механізмів інтелектуального управління. Автором систематизовано наукові розробки з питань застосування штучного інтелекту, робототехніки, комп’ютерних технологій та інших інформаційних засобів у взаємодії держави і суспільства. Узагальнено поняття “інтелектуальне управління” і визначено його значення для запровадження у діяльності органів державної влади. Охарактеризовано історію становлення інтелектуального управління у світі та в Україні. Визначено позитивний і негативний досвід впровадження “кібердемократії”, “електронного урядування”, “електронних звернень” та інших технологій у світовій практиці державного управління. Визначено перспективи інтелектуалізації управлінських процесів органів державної влади в Україні. У ході дослідження розглянуто результати впровадження інтелектуалізації управління у комерційну діяльність, медицину та інші сектори соціально-економічного та соціально-політичного розвитку. Встановлено, що спроби інтелектуалізації управління активно впроваджуються у глобальному масштабі, однак цей процес є тривалим і має багато перепон, на яких зосереджено увагу у цьому дослідженні.

CONCEPTUAL SOURCES OF IMPLEMENTATION OF THE INTELLECTUAL GOVERNANCE MECHANISMS IN THE ACTIVITIES OF THE GOVERNMENTAL AUTHORITIES: THE EVOLUTION OF THE SCIENTIFIC OPINION
Summary
The article is devoted to the research of the conceptual sources of implementation of the mechanisms of intellectual governance. The author systematized scientific developments on the use of artificial intelligence, robotics, computer and other information technologies in the interaction of state and society. The concept of “intellectual governance” was generalized and its significance is defined for the administration of public authorities. The history of the formation of intellectual governance in the world and in Ukraine was characterized. The positive and negative experience of introducing “cyber democracies”, “e-government”, “electronic appeals” and other technologies in the world practice of authorities’ management was determined. The prospects of governance intellectualization of public authorities in Ukraine were determined. In the course of study, the results of implementation of the governance intellectualization into the commercial activity, medicine and other sectors of socio-economic and socio-political development were considered. It has been established that attempts of governance intellectualization are actively implemented globally, but this process is long-term and has many obstacles, which were mentioned in this research.
