Анотація
На сьогодні Україна потребує реформ і перш за все вони мають бути здійснені в системі адміністративно-територіального устрою задля підвищення ефективності діяльності органів місцевого самоврядування. Ці процеси вимагають не лише оновлення або поліпшення елементів системи управління, що неналежно функціонують, а й радикального перетворення механізмів держави, зокрема правового й організаційно-функціонального, забезпечення процесів регулювання децентралізації, що є важливим чинником досягнення ефективності багаторівневого управління.

PRACTICES OF MULTILEVEL TERRITORIAL MANAGEMENT IN CONDITIONS OF DECENTRALIZATION OF POWER IN UKRAINE
Summary
Today, Ukraine needs reforms and, above all, they must be implemented in the system of administrative-territorial organization in order to increase the efficiency of the activities of local self-government bodies. These processes require not only the updating or improvement of elements of the control system that are inadequate, but also the radical transformation of state mechanisms, in particular legal and organizational-functional, ensuring the processes of decentralization regulation, which is an important factor in achieving the effectiveness of multilevel governance.
For many years in Ukraine, the task of stimulating the economic development of the region depended predominantly on policy instruments that relied on exogenous (external) rather than endogenous (internal) factors. At the same time, governments at various times tried to influence the investment model by offering incentives and grants to direct investments in certain regions. They tried to interfere in the affairs of the regions and to stimulate top-down development. Such an approach has been widely used in practice in the past and remains relevant today, but not exhaustive.
Global global processes, substantially changing the international labor market, increasing competition for all kinds of resources, primarily energy, not only complicate the conditions for the development of Ukraine, but also lead to the loss of the state's advantages of its geopolitical location as a transit state.
First of all, the development of cooperation is considered as a basic step towards the reform of local self-government and community-building. The aim of such cooperation is to improve the quality of providing services to the population, the development of territories and the welfare of communities based on common interests and goals.
The urgency of the research topic is determined by the importance of implementing democratic reforms in Ukraine, the objective processes of development and reforming society as a whole, the need for administrative and territorial reform in the state. Any form of public administration is doomed to failure if there is no rational balance between central and regional authorities and local self-government bodies.
