ІНФОРМАЦІЙНА СИСТЕМА ДЕРЖАВНОГО ОПОВІЩЕННЯ ПРИ ВИНИКНЕННІ НАДЗВИЧАЙНИХ СИТУАЦІЙ В УКРАЇНІ
Анотація
Унаслідок недосконалості системи цивільного захисту, наявних недоліків у діяльності центральних і місцевих органів виконавчої влади щодо забезпечення реалізації політики у сфері цивільного захисту ефективність протидії надзвичайним ситуаціям залишається низькою. Неодмінною умовою сталого розвитку суспільства є безпека людини і навколишнього середовища, їх захищеність від впливу шкідливих техногенних, природних, екологічних і соціальних чинників. Важливою сферою діяльності Державної служби України з надзвичайних ситуацій є оповіщення населення про загрозу або виникнення надзвичайних ситуацій техногенного та природного характеру у мирний і воєнний часи й постійне інформування його про наявну обстановку. Державна політика у сфері цивільного захисту спрямована на гарантування безпеки, захист населення, територій, навколишнього природного середовища та майна від надзвичайних ситуацій шляхом запобігання таким ситуаціям, ліквідації їх наслідків і надання допомоги постраждалим у мирний час та в особливий період. Сьогодні актуальність захисту населення і територій від надзвичайних ситуацій своєчасним оповіщенням й інформуванням населення про надзвичайні ситуації обумовлена величезними масштабами наслідків аварій, катастроф та стихійних лих, для запобігання та ліквідації яких потрібні зосередження зусиль всієї держави, організація взаємодії різних органів управління, сил і засобів цивільного захисту, а в цілому – формування та здійснення державної політики у цій сфері. Існуюча система оповіщення створена в 70-80-х роках минулого століття за командно-сигнальним принципом в умовах глобального воєнного протистояння та орієнтована на доведення сигналів оповіщання лише в особливий період. На даний час система оповіщення не відповідає сучасним вимогам. Ураховуючи економічну і соціальну значущість оповіщення про загрозу виникнення або виникнення надзвичайних ситуацій та комплексний характер механізму його реалізації, виникла необхідність удосконалення існуючої системи оповіщення та приведення її у відповідність з вимогами міжнародних стандартів на державному, регіональному і місцевому рівні з використанням новітніх інформаційних та телекомунікаційних технологій, а також з урахуванням змін, що відбулися в суспільстві.

INFORMATION SYSTEM OF PUBLIC PROCEEDINGS IN CASE OF EXTRAORDINARY SITUATIONS IN UKRAINE
Summary
Due to the imperfection of the civil protection system, existing shortcomings in the activities of central and local executive authorities in ensuring the implementation of civil protection policy, the effectiveness of countering emergency situations remains low. An indispensable condition for the sustainable development of society is the safety of man and the environment, their protection from the influence of harmful man-made, natural, environmental and social factors. An important area of activity of the State Service of Ukraine for Emergency Situations is the alert of the population about the threat or emergence of man-made and natural emergencies in peacetime and wartime and to keep it informed of the current situation. The state policy in the field of civil protection aims at ensuring the safety, protection of the population, territories, the environment and property from emergency situations by preventing such situations, eliminating their consequences and providing assistance to the victims in peacetime and in a special period. Today, the urgency of protecting the population and territories from emergency situations by timely alert and informing the population about the NA is due to the huge scale of the consequences of accidents, catastrophes and natural disasters, for the prevention and elimination of which the concentration of efforts of the whole state is required, the organization of interaction between different authorities, forces and means of civil protection, but in general - the formation and implementation of state policy in this area. The existing alert system was created in the 70's and 80's of the last century by a command-signal principle in a global military confrontation and focused on signaling alarms only during a special period. At present, the notification system does not meet current requirements. Given the economic and social significance of alert about the threat of emergencies or emergencies and the complex nature of the mechanism for its implementation, there was a need to improve the existing notification system and bring it in line with the requirements of international standards at the state, regional and local levels, using the latest information and telecommunication technologies, as well as taking into account changes that have taken place in society.
