РОЗВИТОК СІЛЬСЬКИХ ТЕРИТОРІЙ ЧЕРЕЗ ПУБЛІЧНО – ПРИВАТНЕ ПАРТНЕРСТВО

Анотація

У публікації проаналізовано засади взаємодії публічно-приватного партнерства в контексті трансформаційних змін соціально-економічного розвитку сільських територій. Обґрунтовано теоретико-методологічні засади публічно-приватного партнерства як соціального інституту, з’ясовані основні умови становлення та розвитку в Україні, запропоновано визначення поняття публічно-приватного партнерства в Україні, уточнено його співвідношення з іншими, близькими за змістом, поняттями. Дослідження показали, що більш широкого поширення заслуговують публічно-приватні партнерства, в яких учасники в залежності від характеру вирішуваних завдань виконують спільні функції, а також свої особливі ролі, кожен з яких сприяє сталому розвитку сільських територій. Визначено, що відсутність інтеграції державних інтересів політики з інтересами інших суб’єктів сільських територіальних громад є перешкодою реалізації політики сталого розвитку сільських територій.

DEVELOPMENT OF RURAL AREAS THROUGH PUBLIC-PRIVATE PARTNERSHIP

Summary

The publication analyzes the principles of the interaction of public-private partnership in the context of transformational changes in the socio-economic development of rural areas, which is crucial in the context of achieving the goal of sustainable development, which are an integral part of the development and management of rural areas, using their resources to improve the regional and local well-being. Partnerships can serve different purposes and participate in various types of activities and processes, and perform a number of specific and specific tasks, from policy development to resource management of rural communities
The theoretical and methodological principles of public-private partnership as a social institution are substantiated, the basic conditions of formation and development in Ukraine are clarified, the definition of the concept of public-private partnership in Ukraine is proposed, its correlation with other, close in content, concepts is specified. The lack of integration of state policy interests with the interests of other subjects of rural communities is an obstacle to the implementation of the policy of sustainable development of rural areas. Public-private partnership is a political tool that can ensure the sustainable development of rural areas, provided that they take into account the representation in the partnership of all stakeholders.
Studies have shown that public-private partnerships, which, depending on the nature of the tasks being solved, fulfill common functions, as well as their special roles, each of which contributes to the sustainable development of rural areas, deserve broader dissemination.
It is determined that state territorial and local authorities should integrate the interests of a number of different local development institutions in order to take measures to solve common problems, and the partnerships themselves can implement the issues of governance and sustainable development of rural areas. The role of local government is defined, which is to reduce social isolation and increase participation, promoting the interests of private and public actors in the processes of local development, in which partnerships are used as a management method.
