РЕСУРСОЗАБЕЗПЕЧЕНІСТЬ АГРАРНОГО СЕКТОРУ ТА ВПЛИВ ДЕРЖАВНОГО РЕГУЛЮВАННЯ НА ФОРМУВАННЯ ЇЇ СКЛАДОВИХ ЕЛЕМЕНТІВ
Анотація
Зазначено, що державне регулювання складу ресурсів і ресурсних умов виробництва має базуватися на принципі необхідності включення всіх чинників, що впливає на виробництво продукції. Зазначено, що сутність аграрного ресурсного потенціалу як цілісного системного об'єкта виражається з одного боку, в інтегральних властивостях і функціях системи (на відміну від властивостей і функцій її компонентів і підсистем); з іншого - у вигляді відносної автономності. Визначено, що державне регулювання аграрного сектору і ресурсного потенціалів регіонів можливо використовувати принаймні два різних підходи: традиційний відтворювальний (виходячи з аналізу факторів виробництва, «замикаючим» показником тут є «потужність» системи, випуск) і поведінковий (реакція системи на зміну кон'юнктури - «виклик-відповідь», характеристикою тут виступає стійкість основних параметрів і здатність до зростання і розвитку). Запропоновано потенціал, розглядати як систему конкурентних переваг і відповідно слабкості регіону. При цьому вводиться динамічна складова - оцінка перспективних можливостей території, необхідна для розробки механізму нарощування конкурентних переваг та нівелювання слабких сторін, - стратегія маркетингу. Перспектива оцінюється в двох аспектах: для зовнішніх і для внутрішніх факторів. Відповідно загальний рейтинг території пропонується складати з рейтингів поточного стану і перспективи. Обґрунтовано під державним регулюванням розвитку аграрного ресурсного потенціалу галузі та регіону розуміти сукупну величину реалізованих і нереалізованих можливостей результативного і продуктивного використання ресурсів в процесі задоволення різноманітних державних, громадських, бізнес потреб.

RESOURCE SAFETY OF THE AGRICULTURAL SECTOR AND THE INFLUENCE OF GOVERNMENTAL REGULATION ON THE FORMATION OF ITS COMPONENT ELEMENTS
Summary
It is noted that state regulation of resource composition and resource conditions of production should be based on the principle of the need to include all factors affecting the production of products. It is noted that the essence of agrarian resource potential as a holistic system object is expressed on the one hand in integral properties and functions of the system (in contrast to the properties and functions of its components and subsystems); on the other - in the form of relative autonomy. It is determined that state regulation of the agrarian sector and resource potential of regions can use at least two different approaches: the traditional reproductive (based on the analysis of factors of production, the "closing" indicator here is the "power" of the system, output) and behavioral (the reaction of the system to change the conjuncture - "call-response", the characteristic here is the stability of the main parameters and the ability to grow and develop). The potential is proposed, considered as a system of competitive advantages and, accordingly, the weakness of the region. At the same time, a dynamic component is introduced - an assessment of the prospective opportunities of the territory necessary to develop a mechanism for enhancing competitive advantages and leveling down the weaknesses - a marketing strategy. The perspective is evaluated in two aspects: for external and for internal factors. Accordingly, the overall rating of the territory is proposed to comprise ratings of the current state and prospects. It is grounded under the state regulation of development of agrarian resource potential of the industry and the region to understand the aggregate value of realized and unrealized possibilities of effective and productive use of resources in the process of satisfaction of various state, public and business needs.
