ШЛЯХИ ЕФЕКТИВНОГО ВИКОРИСТАННЯ БЮДЖЕТНИХ КОШТІВ У СФЕРІ ОХОРОНИ ЗДОРОВ’Я М. ДНІПРА

Анотація

Конституцією України визнано життя й здоров’я громадян найвищою соціальною цінністю та проголошено державу гарантом забезпечення та утвердження прав і свобод людини. Одними із ключових питань сучасної державної політики є питання розвитку сфери охорони здоров’я. Попри реформи, які тривають впродовж останніх трьох років в системі охорони здоров’я України все ще існують проблеми, які не в повній мірі відповідають вимогам споживачів медичних послуг. Існуюча тенденція погіршення стану медичної системи в країні створює дедалі більші проблеми для подальшої реалізації задекларованого права людини на отримання медичної допомоги в нашій державі. Низький рівень фінансової забезпеченості, недосконала система планування не сприяє у повному обсязі виконанню заходів з надання медичної допомоги населенню, задоволенню потреби населення в доступній, високоякісній та ефективній медичній допомозі.
У статті проаналізовано видатки на охорону здоров’я та визначені шляхи ефективного використання бюджетних коштів у сфері охорони здоров’я м. Дніпра. Зазначено, що якість медичних послуг і стан здоров’я населення залежить від забезпеченості медичної галузі матеріально-технічними, трудовими, фінансовими ресурсами, а також від їх ефективного використання. Також зазначено, що більшу частину бюджетних коштів призначено для підтримання наявного стану сфери охорони здоров’я, а не на вдосконалення напрямів її функціонування. Визначено, що обмежені фінансові ресурси у сфері охорони здоров’я переважно покривають витрати на утримання персоналу й оплату комунальних послуг, і дуже мала частка залишається для закупівлі лікарських засобів, устаткування та модернізації інфраструктури. Також визначено, що ефективність використання бюджетних коштів є одним із основних чинників, що впливає на розвиток медичної сфери й соціально-економічну результативність галузі. Запропоновано напрями підвищення ефективності використання бюджетних коштів у сфері охорони здоров’я, враховуючи зарубіжний досвід в частині розвитку та широкого залучення можливостей медичного страхування, поступового удосконалення системи джерел надходжень коштів до бюджетів для їх ефективного використання у сфері охорони здоров’я.

WAYS OF EFFECTIVE USE OF BUDGET FUNDS IN THE FIELD OF DNIPRA HEALTH PROTECTION

Summary

The Constitution of Ukraine recognizes the life and health of citizens as the highest social value and proclaims the state as the guarantor of the provision and consolidation of human rights and freedoms. One of the key issues of modern state policy is the development of the health sector. Despite the reforms that have been taking place in the health care system of Ukraine over the last three years, there are still problems that do not fully meet the requirements of healthcare users. The current tendency to deteriorate the state of the medical system in the country raises growing problems for further implementation of the declared human right to medical care in our country. The low level of financial security, the imperfect planning system does not contribute to the full implementation of measures to provide medical care to the population, to meet the needs of the population in accessible, high-quality and effective medical care.
The article analyzes health care expenditures and outlines the ways of efficient use of budget funds in the health care system of the Dnieper. It is noted that the quality of medical services and the state of health of the population depends on the provision of the medical industry with material, technical, labor, financial resources, and also on their effective use. It is also noted that most of the budget funds are intended to maintain the existing state of health care, and not to improve the directions of its functioning. It has been determined that limited financial resources in the health care sector mainly cover the costs of staff remuneration and the payment of utilities, and a very small share remains for procurement of medicines, equipment and infrastructure upgrades. It is also determined that the efficiency of using budget funds is one of the main factors influencing the development of the medical sector and the socio-economic performance of the industry. The directions of increase of efficiency of use of budgetary funds in the sphere of healthcare are offered, taking into account foreign experience in the part of development and wide involvement of medical insurance possibilities, gradual improvement of the system of sources of revenues to the budgets for their effective use in the field of health care.
