ЗБАЛАНСУВАННЯ ІНСТРУМЕНТАРІЮ ДЕРЖАВНОГО РЕГУЛЮВАННЯ РОЗВИТКУ РЕКРЕАЦІЙНОЇ СФЕРИ В ПРОЦЕСІ ТРАНСФОРМАЦІЙНИХ ЗМІН УКРАЇНИ
Анотація
Охарактеризовано сутність дефініцій «програма», «стратегія» та «стратегічне планування» у контексті програмно-стратегічного методу державного регулювання розвитком рекреаційної сфери. Обґрунтовано принципи розробки інноваційних програм розвитку рекреаційної індустрії та доцільність їх застосування. Визначено види програм, котрі варто використовувати в прак¬тиці управління розвитком рекреаційної сфери, а саме програма-прогноз, програма-напрямок, програма-проблема та програма-проект. Передбачено потребу у розробці ефективної стратегії розвитку рекреаційної сфери в процесі трансформаційних змін України.
Визначено, що інноваційна стратегія розвитку сфери рекреаційних послуг має передбачати розробку та впровадження нових рекреаційних продуктів; програми розвитку нового регіонального рекреаційного продукту повинні бути спрямовані на: розширення сфери діяльності шляхом розробки нових додаткових послуг (оздоровчих, лікувальних, розважальних, гральних, ресторанних, інформаційних тощо); втілення розробок новітніх рекреаційних послуг в практику; узгодження нових рекреаційних продуктів з закордонними колегами; створення проектів перспективних рекреаційних продуктів; розробка та вдосконалення програм залучення та утримання постійних клієнтів; інтеграція маркетингових програм з суміжними організаціями та установами (банками, компаніями по наданню послуг перевезення, платіжними системами, професійними асоціаціями).
Встановлено, що інструментами реалізації рекреаційної політики мають бути програми розвитку рекреаційної сфери, які у сучасних умовах нададуть змогу сконцентрувати фінансові, трудові, матеріально-технічні й інші ресурси, скерувати потенціал підприємств, установ, організацій на вирішення пріоритетних завдань, спрямованих на покращення стану санаторно-курортного господарства, туризму і відпочинку та створення належних умов для забезпечення якісного зростання рівня рекреаційних послуг.
Доведено, що в рекреаційній сфері доцільним є використання таких видів програм: програма-напрямок (описує перспективи розвитку окремих видів рекреації і містить характеристику проблемної ситуації та можливі напрями її розв'язання. Фактично вона може розглядатися як підпрограма програми-прогнозу); програма-прогноз (передбачає всебічний аналіз поточного стану рекреаційної сфери, формування й оцінку прогнозних варіантів розвитку рекреації, можливі напрями використання й окремі ресурсні оцінки рекреаційного потенціалу); програма-проект (може розглядатися як певна частина проблеми в рекреаційній сфері, має всі ознаки окремого варіанта програми-проблеми. Фактична реалізація здійснюється шляхом формування складу кінцевих проектів їх досягнення. Прикладами можуть бути інвестиційні проекти рекреаційної привабливості територій); програма-проблема (найбільш типовий приклад програмування етапності, порядку й умов вирішення складних проблем у рекреаційній сфері. У такій програмі чітко фіксуються и межі й умови та шляхи вирішення проблеми у рекреаційній галузі, зумовлюються необхідні рекреаційні ресурси, строки і механізм регулювання. Програми-проблеми повинні мати чітко визначені вартісні й часові оцінки, що жорстко контролюються в процесі вирішення проблем).

BALANCING THE INSTRUMENT OF THE STATE REGULATION OF DEVELOPMENT OF THE RECREATIONAL SECTOR IN THE TRANSFORMATION CHANGE OF UKRAINE
Summary
The essence of the definitions of "program", "strategy" and "strategic planning" in the context of the program-strategic method of state regulation by the development of the recreational sphere is characterized. The principles of development of innovative programs of development of the recreational industry and the expediency of their application are substantiated. The types of programs that should be used in the practical management of the development of the recreational sphere, namely program-forecast, program-direction, program-problem and program-project are defined. There is a need to develop an effective strategy for the development of the recreational sphere in the process of Ukraine's transformation change.
It is determined that the innovative strategy of recreational services development should include the development and introduction of new recreational products; programs for the development of a new regional recreational product should be aimed at: expanding the sphere of activity by developing new additional services (health, medical, entertainment, gambling, restaurant, information, etc.); implementation of the development of the latest recreational services into practice; reconciliation of new recreational products with foreign colleagues; creation of projects of perspective recreational products; development and improvement of programs of attraction and maintenance of regular clients; integration of marketing programs with related organizations and institutions (banks, companies for providing transportation services, payment systems, professional associations).
It is established that recreational policy implementation tools should be programs of development of the recreational sphere, which in the current conditions will enable to concentrate financial, labor, material and technical and other resources, to direct the potential of enterprises, institutions, organizations to solve the priority tasks aimed at improving the state of sanatorium, resort, tourism and recreation and creation of the proper conditions for providing high-quality growth of recreational services.
It is proved that in the recreational sphere it is expedient to use the following types of programs: the program-direction (describes the prospects for the development of certain types of recreation and contains a description of the problem situation and possible directions for its solution, in fact it can be considered as a subprogram of the program-forecast); program-forecast (provides a comprehensive analysis of the current state of the recreational sphere, the formation and evaluation of the forecast variants of recreation development, possible directions of use and individual resource estimates of recreational potential); program-project (can be considered as a certain part of the problem in the recreational sphere, has all the signs of a separate variant of the program-problem. Actual implementation is carried out by forming the final projects of their achievement, such as investment projects of recreational attractiveness of the territories); program-problem (the most typical example of the programming of the stage, the order and the conditions for solving complex problems in the recreational sphere, the program clearly identifies the boundaries and conditions for solving the problem in the recreational area, the necessary recreational resources, timing and regulation mechanism are determined. -problems must have well-defined cost and time estimates that are tightly controlled in the process of solving problems).
