НАПРЯМИ РОЗВИТКУ МЕХАНІЗМУ ДЕРЖАВНОГО УПРАВЛІННЯ ПРИРОДНО-ЕКОНОМІЧНИМ ПОТЕНЦІАЛОМ РЕГІОНІВ: МІЖГАЛУЗЕВІ АСПЕКТИ
Анотація
Пріоритетним напрямом трансформації відтворювального процесу в державному управлінні природно-економічним потенціалом є перехід від ресурсно-витратної економіки на інноваційний шлях збалансованого розвитку регіону. Акцентовано увагу на основних характеристиках природно-економічного потенціалу регіону: сукупні можливості регіону, його підприємств та окремих суб’єктів господарювання визначати, формувати і найбільш ефективно забезпечувати та задовольняти суспільні потреби (фактичні та потенційні) в процесі взаємодії з оточуючим середовищем і раціонального використання ресурсів. Доведено, що саме інноваційний потенціал регіону є ядром природно-економічного потенціалу.
Досліджено окремі проблеми структурних трансформацій розвитку регіональної економіки та їх інституційне забезпечення. Встановлено, що трансформація відтворювального процесу є комплексною і динамічною характеристикою, яка містить систему дій, окремих механізмів державного управління природно-економічним потенціалом, що базується на основних принципах. Одним із головних завдань державного управління є забезпечення керованого, активного, пропорційного та збалансованого розвитку природно-економічного потенціалу, як єдиної системи. Виокремлено ключові тенденції трансформації відтворювального процесу в державному управлінні природно-економічним потенціалом регіонів.

DIRECTIONS OF THE DEVELOPMENT OF THE STATE MANAGEMENT MECHANISM OF THE NATURAL AND ECONOMIC POTENTIAL OF REGIONS: INTERSECTORIAL ASPECTS
Summary
The state regulation of the social and economic development of regions is one of the priorities of the state management. The state regulation is determined as one of the key tasks in the process of establishing a new model for managing the natural and economic potential of regions in Ukraine as well as a key mechanism for ensuring territorial integrity and stability in the state. The substantiation of the directions of development of the state management mechanism of the natural and economic potential of the regions of Ukraine and the definition of the primary tasks of the state management of the natural and economic potential of the regions is lay the foundation for the research.
The state regulation of the territorial development becomes a key element of the state management, which is formed under the influence of many factors, a certain set of which forms the basis of its theoretical foundations as well as the strengthening of regional and local influences. Some problems of regulation of the development of the region were established. Measures to improve the state regulation of the territorial development should be introduced in order to ensure the effectiveness of the processes of the state regulation of the development of the region in the conditions of the transformation of Ukrainian society. Such measures should be related to the implementation of strategic planning tools for the development of the territory, the state support of depressed regions, the development of the infrastructure of the region, the adaptation of legislation to international norms and standards as well as the system of monitoring and control of regional development.
It was proved that improvement of the state management mechanism of the effective development of the region is connected not only with the decision of the issues of formation and use of local budgets, but also requires radical increase of the efficiency of planning of economic and social development of regions. Taking into account the above mentioned, a number of interrelated issues were highlighted. Priority directions of development of the state management mechanism of the natural and economic potential of the regions were defined.
The analysis of tendencies in the structure of the state management mechanism of the natural and economic potential of the region allowed to deepen the content of some basic concepts of the regional management (interconnection of organizational-and-economic, regulatory-and-legal components, regional management mechanism, providing vertical and horizontal integration of its subjects, etc.).
