ОСОБЛИВОСТІ ПРЕДМЕТНОГО ПОЛЯ GOVERNMENT RELATIONS

Анотація

Стаття присвячена визначенню та науковому обґрунтуванню особливостей предметного поля Government Relations як специфічної форми суспільної взаємодії. Проаналізовано основні підходи до розуміння сутності Government Relations, досліджено проблеми співвідношення понять Government Relations, Public Relations, Public Affairs та лобіювання, визначено характерні риси Government Relations та перспективні напрями розвитку Government Relations на сучасному етапі.
Представлено авторське визначення Government Relations як специфічного виду діяльності груп інтересів (неурядових організацій, структур бізнесу), спрямованого на побудову ефективних та довгострокових взаємовідносин з органами державної влади усіх рівнів з метою отримання не лише взаємовигідного, але й суспільно корисного результату.

THE FEATURES OF THE SUBJECT FIELD OF GOVERNMENT RELATIONS

Summary

The article is dedicated to the determination and scientific substantiation of features of the subject field of Government Relations, as a specific form of public co-operation. The basic approaches to the understanding of the essence of Government Relations are analysed, the problems of correlation of Government Relations concepts are investigated, Public Relations, Public Affairs and lobbying, the characteristic features of Government Relations and perspective directions of the development this phenomenon on the modern stage are determined.
Authorial determination of Government Relations is presented as the specific type of interest groups activity (non-governmental organisations, business structures), aimed to the construction of efficient and long-term relations with public authorities, with the aim of receiving not only mutually beneficial but also socially useful result.
The core subjects of practice of Government Relations are business organizations (certain financially-industrial groups, multinational corporations, associations of business, that sometimes unite in so-called GR-coalitions, – institutionalized sectoral, regional or national business organizations), and institutes of civil society (non-governmental organizations, various associations, funds etc.).
Government Relations put right new and optimise already formed mechanisms of co-operation of public authorities and interest groups. The marked co-operation provides delegation by government to business and, partly, to public organisations the part of its administrative functions and duties. Thus, practices of Government Relations give an opportunity to line up a dialogue and to bring closer, on the one hand, business and public organisations to the understanding of difficulties the state and society governance, and on the other hand governmental structures to the severity of conduct business and public activity. Using the mechanisms of Government Relations, business and publicity become active participants in the process of decision-making, which will induce them to the expansion of corresponding practice based on world experience.
