ОНТОЛОГІЧНА ОСНОВА ФЕНОМЕНУ РИЗИКУ В СУЧАСНИХ МЕТОДОЛОГІЧНИХ ПІДХОДАХ ЗАРУБІЖНОЇ РИЗИКОЛОГІЇ

Анотація

Стаття присвячена визначенню онтологічних основ ризику як соціокультурного, у тому числі соціально-політичного, феномену. Аналізуються сучасні теоретико-методологічні підходи дослідження ризику та історія його концептуалізації. Обґрунтоване виокремлення в структурі наукових знань про ризик “реалістичної” і “суб’єктивістської” котроверсійних отологічних традицій, інтерпретуючих дане явище як об’єктивну реальність або ментальну конструкцію відповідно, а також “технократичну” і “соціальну” парадигми, сфокусовані на вивченні цього явища через середовища його генезису. Обґрунтовано з методологічної точки зору концептуалізацію ризику як соціокультурного феномену, а також виділення його конституюючих ознак з позиції так званої “соціальної” парадигми, що оцінює й аналізує ризик як невідривне від процесів розвитку сучасного суспільства та його інститутів явище.

THE ONTOLOGICAL BASIS OF THE PHENOMENON OF RISK IN MODERN METHODOLOGICAL APPROACHES OF FOREIGN RISKOLOGY

Summary

To date, the word "risk" without exaggeration is considered one of the most popular and is used in all spheres of life of modern humans and society. However, at the moment, the only and agreed approach to understanding even the very concept of risk in any of the scientific disciplines and did not occur. There is no single point of view on its interpretation either in the general theory of risk, or even more so in the science of public administration, which relies on the methodological basis of this theory. Thus, at present, the very concept of risk remains the risk as an object of analysis and management, including the state, so elastic and ephemeral from the position of a specialist as is relevant at the present stage of development of human civilization.
An article is devoted to the definition of ontological bases of risk as a sociocultural, including socio-political, phenomenon. The author analyzes modern theoretical and methodological approaches to studying risk and the history of its conceptualization. The allocation of the controversial "realistic" and "subjectivistic" ontological traditions in the structure of scientific knowledge about the risk, interpreting this phenomenon as an objective reality or a mental construction, respectively, is justified, as well as "technocratic" and "social" paradigms, focused on studying this phenomenon through an analysis of the environment of its generation.
The paper objective is definition based on the analysis of modern theoretical and methodological approaches of foreign risk-taking ontological bases of risk and its main constitutive features as socio-cultural, including socio-political, phenomenon. A research, from a methodological point of view, substantiates the conceptualization of risk as the sociocultural phenomenon, as well as a designation of its determining attributes, from the perspective of the so-called "social" paradigm, which estimates and analyzes the risk as a phenomenon that is inherent to the development processes of modern society and its institutions.
An analysis of modern "social" theoretical and methodological approaches allowed the author to clarify the main ontological characteristics of risk as a socio-cultural phenomenon, serving as the basic guideline for determining the essential nature of the risk of political. The latter is considered by the author as a promising direction for further research.
