СТРУКТУРА ДЕРЖАВНОЇ ВЛАСНОСТІ ЯК ОБ’ЄКТУ ДЕРЖАВНОГО УПРАВЛІННЯ В СУЧАСНИХ ЕКОНОМІЧНИХ УМОВАХ
Анотація
В статті приділено увагу розгляду теоретичних проблем управління державною власністю та визначенню шляхів підвищення його ефективності. Охарактеризовано основні тенденції трансформації державної власності в аспекті еволюційних процесів системи державного управління. Опираючись на викладені та опрацьовані науково-практичні принципи в статті наведено методологічні підходи до розв'язання проблеми підвищення ефективності управління державною власністю спираючись на теорію ніш, яка визнає різноманіття форм власності і можливість знаходження кожною з них свого раціонального місця, а також на ідеї про розщеплення відносин власності і представленні їх у виді комплексу відносин.

STRUCTURE OF STATE PROPERTY AS A PUBLIC ADMINISTRATIONS OBJECT IN CONTEXT OF MODERN ECONOMIC CONDITIONS
Summary
The article focuses on the consideration of theoretical problems of management of state property and determination of ways to increase its management efficiency. It is proved that the current state of this issue is characterized as the complete absence in the national economic science of the developed theory on this issue, and the obvious disadvantage of the experience of the actual use by the state authorities of the possibilities of influencing economic processes through the conscious disposal of that part of national wealth that is in state ownership. The main tendencies of state property transformation in the aspect of evolutionary processes of the state administration system are described. Thus, the author states that state property and economic activity based on it in the context of its efficiency can not be assessed unambiguously. It is logical that in the scientific literature, the representatives of different schools of the neoclassical direction give it a low rating. The state is a specific entity of ownership and management. State property is not personally personified. Hence, the comparatively lower efficiency of the use of state-owned objects. Based on the above-stated and elaborated scientific and practical principles, the methodological approaches to solving the problem of increasing the efficiency of management of state property based on the niche theory, which recognizes the diversity of forms of ownership and the possibility of finding each one of their rational place, as well as the idea of splitting, are presented in the article. property relations and represent them in the form of a whole bunch of relations. The analysis shows that both in science and in the practice of public administration is looking for an optimal ratio of private and public sectors in models of the market economy type. However, in the context of the transformation of economic relations in Ukraine, the main objective is shifting from the definition of the scope of the public sector to the sphere and the principles of its action.
