ОЦІНКА МЕХАНІЗМУ ДЕРЖАВНОГО РЕГУЛЮВАННЯ ФІНАНСОВОГО РИНКУ УКРАЇНИ
Анотація
У статті висвітлено підходи до організації системи державного регулювання фінансового ринку в умовах вітчизняної розбалансованості та неконкурентоспрможності фінансово-кредитної системи України на міжнародній арені з викривленням ринкових механізмів та неефективністю діючих фінансових інститутів; розглянуто механізм організації державного регулювання фінансового ринку в Україні в умовах реформування та кризового стану економіки країни; розкрито можливості запровадження мегарегулятора фінансового ринку в Україні в розрізі Концепції регулювання фінансового ринку України з перебудовою інфраструктури корпоративного управління для професійних учасників ринків капіталу України відповідно Комплексної програми розвитку фінансового сектору України до 2020 року з урахуванням Стратегії розвитку державних банків; окреслено напрями впровадження сучасних механізмів державного регулювання фінансового ринку в Україні з урахуванням зарубіжного досвіду.

ANALYSIS OF STATE REGULATION MECHANISM OF THE FINANCIAL MARKET IN UKRAINE
Summary
In article the approaches to the оrganization of the system of State regulation of the financial market in terms of domestic imbalance and without competition financial-credit system of Ukraine in the international arena with deformed market mechanisms and inefficient existing financial institutions; considered the mechanism of the оrganization of the State regulation of the financial market in Ukraine in terms of reform and a crisis state of the economy of the country; reveals the possibilities of introducing megaregulator financial market in Ukraine in the context of the concept of regulation of the financial market of Ukraine to rebuild the infrastructure of the corporate management for professional participants in the capital markets of Ukraine in accordance with the The complex program of development of the financial sector to 2020, with regard to the development strategy of State banks; outlines directions of introduction of modern mechanisms of State regulation of the financial market in Ukraine taking into account foreign experience. Proposed in the system of State regulation of non-bank segment of the financial market to combine National Commission on securities and stock market and the National Commission for regulation of financial services in a single regulator, the functions of which would be installation rules of activity on financial markets and supervision on them, protecting the rights of investors and users of financial services, as well as other issues. For a successful reform of the financial market requires the development of methods and software for the analysis and forecasting of its segments; сhanges to the legislative and normative acts regarding the interaction of the NBU and the regulator of financial market. Also requires the consolidation of all branches of power concerning the solution of the problem; the settlement of the current regulatory framework, which gives rise to the problem of the shadow economy; the complexity of the implementation measures for the regulation of the financial market of Ukraine, its individual segments, and a system of supervision over the activities of financial institutions; methodological errors related to incorrect assessment of the impact of regulation on the financial market of Ukraine, individual segments and the system of supervision over the activities of financial institutions in the socio-economic processes in the country. The financial market of Ukraine has turned into quite a weighty factor in the stabilization of the economic development.
