АНТИКОРУПЦІЙНА ДЕРЖАВНА ПОЛІТИКА: ПРОБЛЕМИ ТА ПЕРСПЕКТИВИ РОЗВИТКУ
Анотація
Проблема корупції стала чи не найнагальнішою серед тих, що непокоять суспільство й перешкоджають економічному розвитку та поступу країни. Тому створення ефективної системи протидії цьому явищу визнано одним із ключових національних пріоритетів Української держави. У статті проаналізовано сучасний стан державної антикорупційної політики у сфері протидії корупції, особливості її реалізації та проблеми виконання заходів. Узагальнено наявні підходи до розуміння сутності антикорупційної політики. Виділено сукупність загальних напрямів антикорупційної політики, які не залежать від специфіки країни. Висвітлено, що серед цих напрямів пріоритетне значення мають ті, що передбачають запобігання корупції. Викладено розуміння запобігання корупції як цілеспрямованого формування безкорупційного суспільного середовища. Досліджено стан формування та реалізації антикорупційної політики в Україні, її напрями та шляхи здійснення. Розглянуто актуальні питання подальшої реалізації антикорупційних заходів та розвитку законодавства, запропоновано шляхи їх вирішення.

ANTI-CORRUPTION STATE POLICY: PROBLEMS AND PROSPECTS OF DEVELOPMEN
Summary
The problem of corruption has become perhaps the most urgent among those who disturb the society and impede economic development and the country's progress. Therefore, the creation of an effective system of counteraction to this phenomenon is recognized as one of the key national priorities of the Ukrainian state.
In recent years, a number of legal acts aimed at strengthening the fight against corruption have been adopted in the country; at the political level, a course has been announced to strengthen the fight against this disgraceful phenomenon. However, the rate of corruption spread in the country shows that the efforts of the state in this area do not bring tangible results, and some point measures and even some changes do not give grounds for finding the adequacy of combating this threat.
Corruption undermines stability and the rule of law system, protects the rights, freedoms and legitimate interests of citizens.
The article analyzes the current state of state anti-corruption policy in the field of counteraction to corruption, peculiarities of its implementation and problems of implementation of measures. There are generalized approaches to understanding the essence of anticorruption policy. A set of general directions of anticorruption policy that does not depend on the specifics of the country is distinguished. It is highlighted that among those areas priority is given to those who anticipate corruption. The understanding of the prevention of corruption as a purposeful formation of an uncorruptive social environment is described. The state of formation and implementation of anticorruption policy in Ukraine, its directions and ways of realization is investigated. The actual issues of further implementation of anti-corruption measures and legislation development are considered, ways of their solution are proposed.
