ДЕРЖАВНА ПІДТРИМКА ІННОВАЦІЙНО-ІНВЕСТИЦІЙНОГО РОЗВИТКУ АПК В УКРАЇНІ

Анотація

Проведено аналіз сучасного стану державної підтримки інноваційно-інвестиційного розвитку АПК України. Виявлено проблемні аспекти, що стримують розвиток вітчизняних сільськогосподарських підприємств та акцентовано увагу на необхідності впровадження інноваційних технологій.
Відзначено низьку інвестиційну привабливість в інноваційні технології та техніку АПК через нестабільну ситуацію в країні та недосконалу законодавчу базу.
Проаналізовано нормативно-правові та законодавчі акти, якими регулюються види державної підтримки галузі АПК та виявлено недосконалий механізм відбору підприємств для застосування пільгового режиму дотацій та компенсацій.
Здійснено аналіз статтей витрат на АПК відповідно до бюджету України на 2018 рік. Запропоновано розприділяти фінансову допомогу сільськогосподрським виробникам зважаючи на інноваційну складову.
Доведено, що інноваційно-інвестиційний розвиток є єдиною реальною основою соціально-економічних перетворень агропромислової галузі, вихід на нову траєкторію розвитку та конкурентноспроможності національного продукту на світових ринках.

STATE SUPPORT FOR INNOVATION-INVESTMENT DEVELOPMENT OF AGRICULTURE IN UKRAINE

Summary

The analysis of the current state of state support of innovation and investment development of Ukrainian agribusiness complex is carried out. The problematic aspects that hinder the development of domestic agricultural enterprises and emphasize the need for the introduction of innovative technologies have been identified. The investment attractiveness of innovative technologies and machinery of agroindustrial complex is low due to the unstable situation in the country and the imperfect legislative framework.
The normative and legal acts regulating types of state support of the agroindustrial complex are analyzed, and the imperfect mechanism of selection of enterprises for application of the preferential regime of subsidies and compensations is revealed.
The article analyzes the expenditures for agroindustrial complex in accordance with the budget of Ukraine for 2018. It is proposed to allocate financial assistance to agricultural producers, taking into account the innovative component.
It is proved that innovation and investment development is the only real basis of socio-economic transformations in the agro-industrial sector and the emergence of a new trajectory of development and competitiveness of the national product in world markets.
