КОНЦЕПТУАЛЬНІ ЗАСАДИ РОЗРОБКИ ТА ВПРОВАДЖЕННЯ У ДЕРЖАВНО-УПРАВЛІНСЬКУ ПРАКТИКУ ПАСПОРТІВ ЗАГРОЗ ФІНАНСОВІЙ БЕЗПЕЦІ УКРАЇНИ
Анотація
Метою статті є обґрунтування концептуальних засад розробки та впровадження в державно-управлінську практику паспортів загроз фінансовій безпеці України.
Для вирішення завдань дослідження використовувалися системно-ситуаційний та системно-діяльнісний підходи.
Встановлено, що з причин складності фінансово-кредитної сфери в умовах фінансової глобалізації, трансграничного характеру сучасних загроз фінансовій безпеці існує нагальна необхідність удосконалення системи забезпечення фінансової безпеки України.
Доведено, що важливими напрямами удосконалення системи забезпечення фінансової безпеки України є паспортизація загроз фінансовій безпеці та впровадження їх у державно-управлінську практику.
З метою забезпечення цілісності та функціональної єдності системи забезпечення фінансової безпеки України запропоновано виокремити такі напрями та рівні діяльності суб’єктів забезпечення фінансової безпеки, а саме: стратегічний, тактичний та оперативний напрями діяльності; міжнародний, загальнодержавний, регіональний і місцевий (локальний) рівні управління фінансовою безпекою.

THE CONCEPTUAL PRINCIPLES OF DEVELOPMENT AND IMPLEMENTATION OF THE PASSPORTS THREATS OF THE FINANCIAL SECURITY OF UKRAINE IN THE PUBLIC ADMINISTRATIVE PRACTICES
Summary
The purpose of the article is to substantiate the conceptual framework of the development and introduction of the passports of the financial security threats to Ukraine in the public administrative practices.
It is used the system-situational and system-activity approaches to solve the problems of the study.
It is established that due to the complexity of the financial and credit sphere in the conditions of the financial globalization, the transboundary nature of the modern threats to the financial security, there is an urgent need to improve the financial security system of Ukraine.
It is proved that the important directions of improvement of the system of providing financial security of Ukraine are certification of the threats to financial security and their introduction in the public administrative practice.
In order to ensure the integrity and functional unity of the financial security system of Ukraine, it is proposed to identify the following directions and levels of activity of the entities providing financial security, namely: strategic, tactical, and operational directions of activity; international, national, regional and local levels of the financial security management.
