ТРАНСФОРМАЦІЯ ФУНКЦІЙ ДЕРЖАВНОГО УПРАВЛІННЯ В СФЕРІ РЕГУЛЮВАННЯ МІЖНАРОДНОЇ ЕКОНОМІЧНОЇ ДІЯЛЬНОСТІ
Анотація
В статті розглянуто сучасні теоретичні положення державного управління в сфері регулювання міжнародної економічної діяльності. Визначено підходи різних авторів щодо функцій державного управління. Запропоновано новий погляд на систему управління міжнародною економічною діяльністю з точки зору вдосконалення економічної дипломатії, визначено перелік та зміст функцій державного управління. Визначено, що процеси глобалізації та європейський вибір України в політичній та економічній сферах мають глибокий вплив на державну систему регулювання міжнародної економічної діяльності. Зазначено, що в Україні створюється система державних та наддержавних інституцій, які поєднують дві системи економічної діяльності ‒ українську та європейську (світову). Автором доведено, що у відповідності до нових форм управління економічною системою з боку держави та національних та міжнародних інституцій трансформується система функцій управління держави. Досліджено значення реалізації функцій державного управління, що поділяються на загальні і спеціальні. Загальні функції справляють об'єктивно необхідний вплив на певні процеси, що відбуваються в господарській, політичній, соціально-культурній та інших сферах. Спеціальні функції характеризують особливості конкретного суб'єкта чи об'єкта управління. До основних спеціальних функцій державного управління, що здійснюються на вищому рівні є такі, що здійснюються вищим органом виконавчої влади (Кабінетом Міністрів України).

TRANSFORMATION OF THE FUNCTIONS OF PUBLIC ADMINISTRATION IN THE SPHERE OF REGULATION OF INTERNATIONAL ECONOMIC ACTIVITY
Summary
The article deals with modern theoretical positions of public administration in the sphere of regulation of international economic activity. The approaches of different authors concerning the functions of public administration are determined. A new view on the system of management of international economic activity from the point of view of improvement of economic diplomacy is proposed, the list and content of functions of public administration are determined. It has been determined that the processes of globalization and the European choice of Ukraine in the political and economic spheres have a profound influence on the state system of regulation of international economic activity. It is noted that Ukraine creates a system of state and supranational institutions that combine two systems of economic activity - Ukrainian and European (world). The author has proved that in accordance with new forms of management of the economic system, the state and national and international institutions are transforming the system of state control functions. The importance of realization of functions of public administration divided into general and special ones is researched. General functions produce objectively necessary influence on certain processes occurring in economic, political, socio-cultural and other spheres. Special functions characterize the features of a particular subject or object of management. The main special functions of public administration carried out at the highest level are those carried out by the supreme executive body (the Cabinet of Ministers of Ukraine).
