ПРОБЛЕМИ СТАНОВЛЕННЯ ТА РОЗВИТКУ СИСТЕМИ ПУБЛІЧНОГО АДМІНІСТРУВАННЯ В УКРАЇНІ

Анотація

У статті проаналізовано основні проблеми сучасного стану системи публічного адміністрування в Україні. Висвітлено наукові підходи до розуміння сутності публічного адміністрування. Розглянуто сучасний стан системи публічного адміністрування в Україні та виявлено причини його неефективності. Встановлено рівень конкурентоспроможності нашої держави серед країн світу. Окреслено шляхи підвищення ефективності системи органів публічної влади на інноваційних засадах. Зосереджено увагу на питаннях реформування державної служби в контексті децентралізації влади та значенні професійної культури посадових осіб публічної влади. Запропоновано шляхи оптимізації ефективного публічного адміністрування в Україні за умов: децентралізації функцій державних структур на територіальному рівні; уніфікації нормативно-правової, законодавчої бази; продуктивного розвитку управління публічними організаціями з метою підвищення їх організаційної та соціальної ефективності; якісної фахової підготовки державних службовців з високим рівнем свідомості та кваліфікації, готових до інноваційної діяльності тощо. Визначено перспективи подальших наукових досліджень.

PROBLEMS OF BECOMING AND DEVELOPMENT OF PUBLIC ADMINISTRATION SYSTEM IN UKRAINE

Summary

The article analyzes the main problems of the current state of the system of public administration in Ukraine. The scientific approaches to the understanding of the essence of public administration are described. The present state of the system of public administration in Ukraine is considered and the reasons of its inefficiency are revealed. The level of competitiveness of our state among the countries of the world is established. The ways of improving the efficiency of the system of public authorities on innovative basis are outlined. The attention is focused on the issues of civil service reform in the context of decentralization of power and the importance of the professional culture of officials of public authority. The ways of optimization of effective public administration in Ukraine are proposed in the following conditions: decentralization of functions of state structures at the territorial level; unification of the regulatory and legal framework; productive development of management of public organizations in order to increase their organizational and social efficiency; qualitative and professional training of state officials with a high level of consciousness and qualifications ready for innovation activity, etc. The prospects of further scientific researches are determined.
