Анотація
Проаналізовано значення і походження терміну «акредитація». Визначено основну мету та ознаки системи акредитації. Проаналізовано існуючу систему акредитації в Україні. Досліджено нормативно-правові аспекти управління якістю. Зауважено на особливостях різних систем акредитації. Зроблено висновок, що на сьогодні в Україні не існує стратегічної уніфікованої національної системи управління якістю, хоча медичні заклади практикують певні аспекти контролю якості, а деякі лікарні ініціювали аспекти управління якістю для певних послуг, які ними надаються.

ACCREDITATION AND REGULATION OF QUALITY OF MEDICAL SERVICES IN THE SYSTEM OF HEALTH PROTECTION
Summary
The significance and origin of the term "accreditation" are analyzed. The main purpose and features of the accreditation system are determined. The existing accreditation system in Ukraine is analyzed. The regulatory-legal aspects of quality management are investigated. Observed on the peculiarities of different accreditation systems. It is concluded that today there is no strategic unified national quality management system in Ukraine, although medical institutions practice certain aspects of quality control, and some hospitals have initiated aspects of quality management for certain services provided to them. The standards of accreditation systems of developed countries are investigated. The reasons of the critical state of the Ukrainian health care system are investigated. It is noted that all countries face these problems, but Ukraine is far behind the EU countries, as it has failed to respond to changing circumstances. The creation of a comprehensive quality management system for medical care in Ukraine based on the experience of the EU countries was proposed. It is proved that pilot projects can be actual, because in the context of decentralization there is a lot of regional initiatives.
After examining the state of accreditation and regulation of medical services in the health care system, we consider it necessary to adopt a national strategy for the quality of medical services that should establish clear and achievable strategic objectives and define the basis of the policy of regulatory reform of the service. Given the cultural context, the national accreditation system will be mandatory, not voluntary. In the future, the new system of accreditation and regulation of medical services should acknowledge the fact that the progress of changes in medicine and technologies can not be supported by a system, the changes in which at the regional and district levels are moving too slowly. For example, the inability of hospitals to carry out basic monitoring of infectious procedures due to the lack of national control systems, and to indicate separate budget items for certain items, which leads to high levels of morbidity, which, although they exist, are not fixed. Thus, the new Accreditation System should focus on policies and management, without defining operational details.
