РОЗВИТОК ГРОМАДЯНСЬКОГО СУСПІЛЬСТВА У КОНТЕКСТІ НОВИХ ЦИВІЛІЗАЦІЙНИХ ТА НАЦІОНАЛЬНИХ ВИКЛИКІВ
Анотація
Зазначено, що проблеми і труднощі формування громадянського суспільства в Україні обумовлені, перш за все, історичними умовами і характером проведених в країні реформ. На відміну від західних демократій, які зростали «знизу» на основі історично доспілих об'єктивних і суб'єктивних передумов, в Україні громадянське суспільство ініціювалося «зверху», виступало швидше мобілізаційної моделлю, яку, за образом і подобою західних про зразків, по-перше, треба було створити, і, по-друге - «наповнити» демократичним змістом. Все це в епоху розгорнулися українських реформ уявлялося в дико спрощеному, схематичному, «динамічному» варіанті.
Запропоновано визначити завдання системи взаємодії інститутів громадянського суспільства, зокрема: узгодження цілей, форм і методів обмеження спільних дій, розробка програми конкретних заходів і заходів щодо реалізації угод участі сторін; формування гармонійної системи взаємодії ієрархічних (державних) і мережевих (недержавних) структур управління, тобто розробка технологій і процедур спільного прийняття рішень, механізми координації, узгодження інтересів і консолідації сторін; нормативно-правове закріплення процедури делегування повноважень і системи відповідальності партнерів за взяті на себе зобов'язання; підвищення рівня громадянської самосвідомості через розробку форм співробітництва, джерел фінансування, організаційного та ресурсного забезпечення соціальної активності населення, висунення спільних ініціатив інститутів громадянського суспільства; підвищення якості підготовки, перепідготовки та підвищення кваліфікації кадрів, які сприяють зростанню професіоналізму державних службовців і лідерів недержавних організацій в питаннях взаємодії та управління; забезпечення прозорості функціонування державних і недержавних організацій шляхом створення загального інформаційного поля; використанням різних технологій електронного уряду, спільних PR-компаній, інформаційного супроводу взаємодії, а також різних механізмів інформаційного впливу на індивідуальне, групове і суспільне усвідомлення.

CIVIL SOCIETY DEVELOPMENT IN THE CONTEXT OF NEW CIVILIZATION AND NATIONAL CHALLENGES
Summary
It is noted that the problems and difficulties of forming a civil society in Ukraine are due, first of all, to the historical conditions and the nature of the reforms carried out in the country. Unlike Western democracies that grew "bottom" on the basis of historically advanced objective and subjective prerequisites, civil society was initiated in Ukraine "from above", which was more of a mobilization model, which, in the image and likeness of the Western ones, first, it was necessary to create, and, secondly, to "fill" with democratic content. All this during the era of Ukrainian reforms was presented in a wildly simplistic, schematic, "dynamic" version.
It is proposed to determine the tasks of the system of interaction of civil society institutions, in particular: harmonization of goals, forms and methods of limiting joint actions, development of a program of concrete measures and measures for implementation of agreements of participation of the parties; the formation of a harmonious system of interaction between hierarchical (state) and network (non-state) governance structures, that is, the development of technologies and procedures for joint decision-making, coordination mechanisms, coordination of interests and consolidation of the parties; legal regulation of the delegation of powers and system of responsibility of partners for the obligations undertaken; raising the level of civic consciousness through the development of forms of cooperation, sources of funding, organizational and resource provision of social activity of the population, the promotion of joint initiatives of civil society institutions; improvement of the quality of training, retraining and professional development of personnel, which promote the professionalism of civil servants and leaders of non-governmental organizations in issues of interaction and management; ensuring the transparency of the functioning of state and non-governmental organizations through the creation of a common information field; using various technologies of e-government, joint PR-companies, information support of interaction, as well as various mechanisms of information influence on individual, group and public awareness.
