РЕЗУЛЬТАТИВНІСТЬ ІНФОРМАЦІЙНИХ ТЕХНОЛОГІЙ СИСТЕМИ ДЕРЖАВНОГО ФІНАНСОВОГО МОНІТОРИНГУ ЯК МЕХАНІЗМУ ДЕРЖАВНОЇ ПРОТИДІЇ РОЗВИТКУ ТІНЬОВОЇ ЕКОНОМІКИ УКРАЇНІ
Анотація
Умовою результативності політики держави є реалізація політичних цілей за мінімальних витрат, але в будь-якому випадку із забезпеченням кінцевого результату. В адміністративно-політичній діяльності вимір результативності пов’язаний з політичними цілями (програмами) і соціально-економічними наслідками, зокрема, і в процесах протидії розвитку тіньової економіки. Аналізуючи питання результативності функціонування механізмів державного регулювання процесу протидії розвитку тіньової економіки, актуальним вбачається проведення аналізу стану оброблення інформації про фінансові операції, що підлягають фінансовому моніторингу або інформації, що може бути пов’язана з підозрою у тінізації економіки, або фінансуванням тероризму. Тому надзвичайно важливим для забезпечення оперативності при виявленні операцій, що підлягають фінансовому моніторингу, та дієвості системи боротьби з тіньовим сектором у цілому є побудова сучасних механізмів обміну інформацією між суб'єктами первинного фінансового моніторингу та Держфінмоніторингом України.

EFFICIENCY OF INFORMATION TECHNOLOGIES OF THE SYSTEM OF STATE FINANCIAL MONITORING AS A MECHANISM OF STATE COUNTERACTION TO THE DEVELOPMENT OF THE SHADOW ECONOMY OF UKRAINE
Summary
The condition of the effectiveness of the state policy is to realize political goals at minimum cost, but in any case with the provision of the final result. In administrative and political activity, the measurement of performance is related to political goals (programs) and socio-economic consequences, in particular, in the processes of counteracting the development of the shadow economy. Analyzing the issues of the effectiveness of the functioning of the mechanisms of state regulation of the process of counteracting the development of the shadow economy, it is considered relevant to carry out an analysis of the state of processing information about financial transactions subject to financial monitoring or information that may be related to suspicion of shadow economy or terrorist financing. Therefore, the establishment of modern mechanisms for the exchange of information between the entities of primary financial monitoring and the State financial monitoring of Ukraine is extremely important for ensuring the efficiency in detecting operations subject to financial monitoring and the effectiveness of the anti-shadow sector as a whole.
